- Public Comments
- Survey: Community Input on Pedestrian Improvements in Redwood Valley. Alison Pernell, MC Planning Commission. Alison of the Planning Commission. A non profit local government commission- Mendocino Council of Governments. Revisit and inventory all sorts of pedestrian plans for the whole county for the past 20? years. MendoPedestrian.org The goal: Have a list of top 70 projects. Could take years to complete even a small project. What are Redwood Valley's top priority pedestrian projects? We have a defunct railway here- could that be covered under this? Deadline: End of October. Where is the funding coming from? No funding yet. What do we even attempt to fund here? The state has lots of money, but that is shared across the state. ATP is the main source of funding. Federal Safety funding as well. Focus is pedestrian improvements. Does not include bike lanes. Evaluation Criteria is set up to decide on the top 70 projects. Redwood Valley: not a lot of walking or biking opportunities in RV. 3-5 top priorities would be the best thing for Redwood Valley. And then for people to go in and "like" that flag. Ideas for RV: Lighting at major intersections north part of west road corner east and school, past to lions park. would include the grange. bell arbres East Road to Road H. lack of shoulder to Held Road. Railroad
- Redwood Valley Community Plan update, draft materials. Cliff Paulin, Plan Facilitator. Compilation of the 2 community meetings has been completed including an outline of what came up at the first meeting. Prioritization- what came out of the second meeting. Goals and objectives: "Community Character" of Redwood Valley. Design guidelines lead to ordinances. Will the design guidelines be in the plan? Design Guidelines: Ukiah Valley Area Plan (UVAP) has guidelines. Some are enforceable, some are not. Huge debate in Ukiah. Carre says that we will have some opposition. More general is better. Simple country design guidelines for Laytonville. Historic photos were helpful. Looking at setbacks, signage height, signage lighting, and parking. Needs enforcement! No focus on how people should build homes. Focus: designation of a central business district. Commercial development as a much higher priority. This is the first step. Next step is the political process- talking to the county and the BOS etc. There was a lack of mention at the past community meetings in regards to infrastructure for utilities. Solar panel requirement for new construction. We need to push emergency warning and preparedness. Lots of Emergency Issues that we need to address: Public Safety: Road A and Road B signage near highway 20 is NOT well marked. Contact the fire department- Linda Talso, or go meet with the chief. And maybe DOT as well. USDA Rural Development: funding for emergency preparedness and resiliency. 2 tone sirens in Sonoma County? Sirens. Also Cal Fire. Invite Elert (?) to an upcoming meeting. First draft of the plan to go up on the website. Folks can email Cliff directly.
- Planning and Building Services Report and Q&A session. Brent Schultz: new Planning and Building Services Director. Some residents were under the impression that rebuild permit fees would be waived, but that is not the case. $1000 admin fee for setting up a trailer was waived. Fees are to pay the staff. It is state law that a gift of public funds is not allowed. You can't do this with tax payer dollars; permit fees are "user fees" and can't be waived. Permit fees- goes by what is typical state wide.
- Status of Grant Application for Tomki Road improvements; next steps. Kristin Ohlson, Resident. It got turned down by Fish and Wildlife. There is a new funding cycle so there is an opportunity to resubmit it.
- Town Hall meeting at Eagle Peak School, Oct. 11, 6:30 p.m. with Congressman Huffman, State Senator McGuire, and Assemblyman Wood. Upgrades to the RV water system infrastructure will be going into specifically burned areas and not also the non-burned areas. An issue of source of funds and use of funds. $11 Million in combined Fed and State fire recovery funding is going toward this upgrade.
- Ad Hoc and other Subcommittee and Member Announcements. Scott Sheldon: a consultant specializing in school district properties that are no longer in use. Hired by the School District. Looking at the old Redwood Valley School. Preliminary observation is that the most cost effective use of that site is to tear down and rebuild. Oldest elementary school in the district, that and Hopland.
