  1. Call to Order
    The meeting was called to order at 5:00 pm by .

    1. Introduction of Guest(s).
      Chris Boyd, Sheilah Rogers, Alex Degrassi, Katrina Frey, Cassie Tanning, Debra Ramirez, Marybeth Kelly, and Sandra Berman present. Melinda Hunter, absent.

  2. motioned to approve. seconded the motion.

  3. Public Comments

    Gizmo- proposes that the MAC send a letter to the BOS to communicate to the public about what is happening with the fires. Status of public alert and warning. What is the plan? Have local Office of Emergency Services come out to us. Gizmo- funding for our local radio stations that have service during emergencies when cell coverage is out.

  4. Oct. 11 Town Hall Meeting. Some summary from the meeting: 4 miles of the water infrastructure project will be started and completed by 2020. Class K is exempt from requiring sprinklers. If the new 6" water line crosses a property that didn't lose his home, his property cannot use it. You cannot hook up if you aren't on RV water already. Only those who were a water customer before the fire, will have the upgraded pipes. There are specific zones that will get the upgrade. Dept of Transportation on behalf of the water district has the maps of where the new water lines will go (on the RVMAC website as well). Funded by the State of California, some FEMA as well.
  5. Fire Safe Councils and Community Emergency Response Training. Sept. 26 there was a Fire Safe Council Meeting. Jini- on Rd B we held a Neighborhood Emergency Meeting. BABB- Road B, A and Black Bart. Next meeting is the last Wednesday of the month. We have to be self sufficient. We can't expect the Fire Dept or Sheriff to save us. There will be CERT training here at the Grange. Community Foundation has a new "Resiliency Fund"- which could be open to helping people in the valley form Fire Safe Councils. Nash Gonzales: Planning Dept. gave priority to those who were affected by the fire. 1 -1.5 week turnaround for permits. 144 issued permits. Structures, houses, outbuildings, modular homes, stick built, etc. 6 or 7 have already been finaled. November 29th, 2018 6-8 pm. County Administration Center, Conference Room C This is for the State's plan for addressing housing needs after the 2017 fires. Funnel $ into those that were affected by the 2017 fires. Looking at $124 Million that will be available. Get link up on the website. $ for housing. Includes Santa Rosa as well. May not be that easy to attain the $ since there were so many people affected. Public alert system. Grant for cameras to spot fire. As well as sirens. Fire Safe Rebuilding Materials. Could potentially retrofit homes and get a rebate. Improvement of RV water system. To replace current water lines. Hazardous fuel removal- working with the RCD. Additional money for defensible space work. Need to do environmental review. It all takes time. A lot of these grants need matching amounts. Waiting on the County's Hazard & Mitigation Plan. Hopefully Nash will come to our January meeting with and update.
  6. Planning and Building Services Report. Alex, Debra. Thursday Dec.6th Planning Commission Meeting- Flow Kana manufacturing amendment will be heard. Meeting starts at 9am, watch for the agenda.
  7. Status of Grant Application for Tomki Road improvements; next steps. Looking to improve stream crossings up Tomki. Would also improve egress. Grant application was turned down by Fish and Wildlife but we need to go after it again! It is open again and we can resubmit. Would be good to show that there are fish in the streams during spawning season which would be the focus of the grant application. RCD could hire a hydrologist to do a study. What are the funding sources? Chris will call Carre and see if she has any ideas.
  8. Community Plan status report. (Cliff Paulin not available tonight.) PG&E did give us the $10,000 through NCO. The money will go toward two New Documents: 1) The Redwood Valley Community Plan Update which has been drafted. 2) The Redwood Valley Community Plan Design Guidelines and Standards. Focus on commercial and industrial zoned areas. Once all these documents are approved we will take them to the County. Present to the public at the January meeting or hopefully before. Forest Reciprocity Project- Cloud Forest Institute is working to get money for forest reciprocity-- learning how to use the forest wisely- like when thinning the forest using the resources for pole built structures. Education, expert assistance, etc. Would be great to invite Jen Burnstead to come to a meeting and talk about these ideas.
  9. Succession Planning for RVMAC. Membership Terms. End of May or June is when the 3 year term expires. Will get the bylaws up on the website. Let's look at in February.
  10. Future Agenda Items. What can we do locally for fire safety? Ex) no burn piles. The Community Plan. February will look at Bylaws. Get filled in on the Grange. Pedestrian survey is still open-- please like!! New deadline is this Friday. 8-10 minute report on the new Frey Winery Project. Feb or March when we are not too busy. Redwood Valley needs a coffee truck and there is one for sale out by Marios.
