Rose Bell, Project Manager for M-ROC. "Rebuilding Our Community." Report to the community. Recovery funds raised. Total funds raised for individual assistance: $4.5M. Next big push is for rebuilding grants. Large housing grants: $20 K apiece. Darcie Antle, Deputy CEO, hired by the County in finance. Just returned from a Disaster Summit in Sacramento. How to get the economic development back up in the disaster areas. Been applying for grants. Grants for water infrastructure in Redwood Valley. Funding for RCD to purchase a chipper. Sirens Grant. Cameras. Fuel vegetation reduction grants. Community Development Block Grant for rebuilding- driven by the Federal government. Lots more grants as well! Who is flipping the switch on the sirens? Generally a joint decision between law enforcement and the Board of Supervisors. What agency is taking the lead on emergency alert? Disaster Committee at the County + Cal OES. Home hardening grant is available for anyone in the area, not just fire survivors.
  5. After the Fire: Forest Reciprocity Project for "poles" harvest and use. Jen Burnstad. Cloud Forest Institute tackles forest overgrowth, promoting more resilient forests by harvest of wood poles for construction. Changes in housing- stick frame houses don’t do well in fires, natural homes made of non combustible materials do better. Thin poles to make building resources. Hands on Demonstrations: March 16th- pole frame raising event on Hwy 101 in Laytonville.
  6. March 13 Community Special Meeting: Review and Comment on Draft Community Plan, Design Guidelines. Cliff Paulin, Plan facilitator. Vote to postpone the Community Meeting to April since most of us haven’t seen the draft plan yet. Council agrees to postpone. Cliff Paulin is not present. Alex will connect with Cliff about when a draft will be available for the public. County input is necessary for the design guidelines. Motion made by Katrina Frey to postpone meeting. Seconded by Marybeth Kelly. All in favor.
  7. Water in Redwood Valley: Repairs, fire water, Potter Valley Project, etc. Granville Pool, Alex de Grassi. Rebuild and upgrade water systems in burned areas of Redwood Valley. The process is already underway- right of way research and pipe size/site investigation. Construction will not happen until 2020. $9M project. Will take 3 years to complete. Also applied for a hazardous mitigation grant and Senator McGuire seeking funds. Brejle and Race- engineers out of Santa Rosa are working on the project currently. PG&E is selling/abandoning/decommissioning the Potter Valley Project. Lots of implications for Redwood Valley water. A River’s Last Chance, available on Amazon Prime. There will hopefully be a screening at the RV Grange. IWPC- Inland Water Power Commission. PG&E’s recent bankruptcy has really shifted this issue recently.
  8. Redwood Valley School Disposition: School District's process. Alex, Chris, Marybeth. Discussion Possible Action Report of meeting with Ukiah School District's consultants; possible position of MAC regarding conversion to housing, public field, community center. Constraints and opportunities. Scott Sheldon & Tim Fitzpatrick of Terra Realty Advisors. Met with some members of the MAC on Feb. 4th. Helping public agencies figure out what do with structures. Consulting and advising the school district. Scott Sheldon. Existing water there could support 29 housing units. Potable and Irrigation water available. Community center would impinge on the number of units possible. School district will want to maximize revenue stream for that property. Recommended options: 1) Leasing the property to a developer. In order to build on it the county would need to rezone it. 2) Property exchange- very complicated. 3) Outright sale of the property. Waiting for LACO to complete their studies. The community needs to speak up about what we want. Next step: schedule a tour. Also, it is adjacent to the railroad tracks which should be considered.
  9. Mendocino County Economic Summit: Report, Sheilah.

150 people were there. Very informative. Low cost housing, jobs, better collaboration. Sponsored by EDFC, Mendocino County, 4 Unincorporated Cities, CAMEO, PG&E.

  10. Admin permit for a cannabis processing facility on West Road opposite Mohawk Drive. 1800 sf. No manufacturing. Water and scale were questioned. 10401 West Road. Talk about cannabis next month.

  11. Administration: Succession planning, by-laws, selection process for Officers. Need to send out bylaws to members. And we need to think about our next District 1 Supervisor! When we advertise our community meeting, we can tag on about new MAC members.
  12. Big Grange Fundraiser on June 21, Summer Solstice, to RAISE THE ROOF! Need to fundraise for a new roof!

  13. Adjournment
