  1. Call to Order
    The meeting was called to order at 5:30 pm by Chair Dolly Riley.

    1. Roll Call 

      Present: Dolly Riley, Chris Boyd, Patricia (Pien) Ris-Yarbrough, Marybeth Kelly, Deb Hughes, Sonya Pio



  2. Consent Calendar. Approval of Minutes of 9-10-25

    Chris motioned, Pien seconded approval of Minutes. All voted yes to approve.

  3. Public Comments

    No public comments.

  4. Brief Report from County and Agencies

    Fire District. Chief Dan Grebil announced that there will be a new fire chief 11-2-25. He was thanked for his excellent service which included his creation of a memorandum on the use of the fire warning siren. He discussed duty officers' 24-hour shift, a recently acquired tanker they will wrap with red covering, and reflected how the 125-gallon tanker they had used had put out many fires. He said the SIREN is not ready for approval as the District chair is consulting with City of Ukiah attorney Rappaport. 

    Sheriff Matt Kendall was not present, because he was working in Covelo.

    Supervisor Madeline Cline reported: Each County Dept has been asked to prepare a 6% budget cut which may include cuts in contracts or positions, and each new hire will need to be approved by the BOS. She attended Rural County Representatives of California (RCRC) and advocated for school funding, health care, etc. Supervisor Cline attended a County health care workshop on 9-10-25, and will revisit the issues in January. She gave an update as to the Potter Valley Project decommission plan, which was approved by the Federal Regulatory Energy Commission (FERC) to remove dams. She noted the nitrous oxide ban was approved by the BOS for the formation of an ordinance to be developed with Public Health Dept. There is no news on City of Ukiah annexation, whose group promised a "public process." She answered questions.






    State. District Director Scott Alonzo for Assemblyman Chris Rogers gave updates. The Governor will shortly be signing legislation, five of which Assemblyman Rogers helped to be signed into law. Rogers has held town hall meetings in Fort Bragg, Ukiah, and Willits and plan to be in Point Arena. Rogers is working on improving outreach through media. He is presenting bills, and citizens can go to the website and suggest a bill proposal. Director Alonzo answered questions about vehicles, road repair funds, and truck taxes.

    Water updates. Adam Gaska was not present. Supervisor Cline stated that Ukiah Water Authority wants to bring all partners up to the same standards. Redwood Valley, Calpella, Willow and Millview water districts need to consolidate with City of Ukiah to qualify for SAFER grants for infrastructure improvement funds, and they are moving forward. Council and public comments were made.

    Grange updates. Marybeth reported: The Grange flea market is Saturday 10-11, and the dance is 11-15. The kitchen project is almost finished and will feature a commercial kitchen.

    Traffic issues. Gizmo Henderson attended the MCOG meeting and stated that the County received federal funding for transportation projects, and there is funding for Great Redwood Trail. The East Road on ramp (Rd 144) will get another safety look by CalTrans. Gizmo noted other on ramp issues.

  5. Development Review Standing Subcommittee: Marybeth, Pien, Citizen Gabriel Baca

    RVRC. Dolly stated that Redwood Valley Recreation Center steering committee agreed on officers: Dr. Marvin Trotter is Chair and Treasurer, Sandra Berman is Vice-Chair and Facilitator, and Marybeth Kelly is Secretary. Marybeth noted the next meeting is 10-13 Monday at 10 am, and the topic will be fundraising. She noted that UUSD gave the choices of lease to buy or sale of the property, and that the School District wishes to close by March of 2026. Marybeth will be meeting with County planner Russ Ford to learn about land use of the property. On 10-8 Marybeth and Pien attended the Mendocino College Board meeting to develop support. Dolly added that Director Alonzo stated at the last RVRC meeting that the group must acquire the property before any grants would assist in the project. 

    CAP. Community Action Plan update. Dolly stated the CAP subcommitte will attend a meeting with Supervisor Cline at Planning and Buiding on 10-15 to review an amendment to the Community Specific Policies element of the County General Plan to incorporate the CAP. Pien requested a chance to amend the CAP to include new cannabis issues, and Chris noted cannabis section was added to the CAP this year.

    New Gas Station Prohibition. Chris handed out a Resolution of the RV MAC to place a moratorium on new gas station land uses and permits for 5 years. This issue has been discussed by the Council for a year. Chris noted the basis of this resolution is tied to climate change and pollution from gasoline infrastructure, including station abandonment. Deb noted that Coyote Valley wants to develop a truck stop on tribal lands. Pien motioned and Deb seconded to adopt the Resolution, and all voted yes. Discussion: Chris noted that the MAC is not a law-making group and this is a statement of public will. Marybeth noted that this is a small step in a larger issue tied to carbon pollution. Pien noted this is an example for other communities. 

    No new buiding permit applications were received for Redwood Valley.









  6. Cannabis Policy Standing Subcommittee: Chris, Pien, Community Members

    Pien stated there has been less activity with cannabis because the price came down. She met with Dolly and Francis Owen on 10-2 to discuss exclusion zones. Chris stated she does not wish to see micro businesses in residential areas. Supervisor Cline noted the Rock Tree Valley was recently granted an exclusion zone. Deb noted that closed cannabis farms in Laytonville have left dogs who are killing cattle.

  7. Officers and Members Reports and Announcements

    Dolly noted that there is a person who would like to join the MAC in January. Supervisor Cline stated that the Council can reduce the member census from 7 to 5 members. Chris motioned and Pien seconded a decision to lower the RV MAC census to 5 members and 2 alternates. All voted yes and the motion was adopted. Supervisor Cline stated she will contact the County to reflect this change.

    Council discussed guest speaker for next meeting. A suggestion was a cannabis attorney to answer our questions, Jared Schwass. Dolly will contact him and invite him. (415) 651-4613.
