  1. Call to Order
    The meeting was called to order at 5:30 pm by Chair Dolly Riley.

    1. Roll Call

  2. Consent Calendar. Approval of Minutes of 10-8-25

    Chris motioned, Pien seconded approval of 10-8-25 Minutes. All voted yes to approve.

  3. Public Comments

    Pien is seeking a couple to deliver Meals on Wheels as relief drivers once a month for Redwood Valley. 

    Sonya requested any donations to the Ukiah Homeless Shelter. They need blankets, food, personal products, etc.

    Dolly suggested the community may want to take up formation of a resolution for dark night skies, like Humboldt did.

  4. Brief Report from County and Agencies

    FIRE DEPT Redwood Valley/Calpella has a new fire chief, Marty Creel. Fire Board meets 11-13-25 @6 pm.

    SHERIFF Matt Kendall stated: The behavioral health wing of the jail is on track and staff is working on getting inmates into substance abuse treatment, which Sheriff observes to be about 60% of inmates. Sheriff's deputy staff is down 33% with some in training, and he is hoping for 20% soon. They have had lots of calls for robbery but only 2 homicides so far this year, down from past years of 6/yr and before that 10-12/yr. This likely due to marijuana devaluation. The first fentanyl homicide is going to court soon. The jail has a new drug-sniffing dog, a lab, which has rid the jail of incoming drugs. Jail restorative justice program mgr Buffy Bourassa has arranged for some inmates to attend Mendo College. In answer to a question, Sheriff is not privy to a federal investigation regarding a Laughlin Way cannabis farm.

    SUPERVISOR Madeline Cline reported that the nitrous oxide ordinance is in process, following a passed resolution to outlaw the gas. She discussed Potter Valley Project resolutions: the first she and Supe Norvell introduced to hold PG&E accountable, which did not pass. The second introduced by Supe Williams agrees with PG&E's plan to remove dams and passed the BOS 3/2. Discussion ensued about reasons for this vote, and the plans to raise the dam at Lake Mendocino to accommodate more water storage.

    STATE District Director Scott Alonzo for Assemblyman Chris Rogers was not present.

    GUEST SPEAKER Attorney Jared Schwass worked for County Council 2022-2025, and now in private practice. He addressed the definition of canopy when measuring 10K sq ft of permitted grows, and noted that there is no such cap in the State regs. It is 10K sq ft per license and allows 2 licenses per parcel. He discussed cannabis farm taxes which amount to 75% all told, but the County is reducing local tax from 45% to 35%. Humboldt has repealed their cultivation tax. He stated that setbacks from the road are 50' or 100' depending on the date license was obtained. He added that local cannabis growers hold power because they formed a coalition. Pien noted the Dept of Cannabis Control advisory committee allows public input. Attorney discussed micro business licenses which includes cultivation, distribution, manufacturing and a separate license for a sales facility, and directed Pien to contact PBS for specific farm licenses in the area. 

    WATER update was given by Supervisor Cline who is on the Inland Water and Power Board. She said the Federal Energy Regulatory Commission is taking public comments on decommission the PV project dams. Chris shared that her spouse Tom Schoeneman, a board member of Redwood Valley water agency, noted that consolidation of local water districts is going forward with plans to share the Ukiah basin aquifer. 

    GRANGE. Dolly announced the Redwood Valley Grange will have a dance concert 11-15-25. Pien noted that the commercial kitchen at the Grange has been completed. 

    TRAFFIC. Gizmo Henderson has attended Mendocino Council of Governments MCOG meetings and reported a recent bus tour included a downtown streetscape view and info on new bus routes. Supervisor Cline added that the Redemeyer Road extension will assist with better egress and is in early stages.

  5. Development Review Standing Subcommittee: Marybeth, Pien, Citizen Gabriel Baca

    RVRC. Dolly noted that the Redwood Valley Recreation board held an informational public meeting 11-10-25, and Secretary Marybeth Kelly gave a history of the RV School, the progress in efforts to convert the school into a recreation center, and the board's intention to submit an offer/letter of intension next week. Chair Marvin Trotter gave clear financial plans including request for pledges, and Vice Chair Sandra Berman discussed the many reasons the recreation/community center is needed.

    CAP. Dolly stated the Redwood Valley Community Action Plan was approved by PBS on10-15-25, and Supervisor Cline added that the plan will go before the Planning Commission by the end of year.

    NO NEW GAS STATIONS. The MAC voted to send a Resolution to Place a Moratorium on New Gas Stations to the BOS on 10-8-25, which Dolly sent to the BOS. Chris noted there has been no feedback. 

    No new building permit applications have been received.

  6. Cannabis Policy Standing Subcommittee: Chris, Pien, Community Members

    All agreed cannabis issues were covered earlier.

  7. Officers and Members Reports and Announcements

    RV MAC new census of 5 members and 2 alternates is in process. 

    The Council will not meet in December.

    Officers described their duties as there will be voting for officers in January. Chair is doing agenda, minutes, contact with guest speakers, and website assisting. Vice Chair is standing in for Chair as needed and updating the MAC website. Treasurer will be giving MAC spending update twice yearly. We have no Secretary.
