  1. Call to Order
    The meeting was called to order at 5:02 pm by .

    1. Introductions and guests.
      Present were Chair Dolly Riley, Vice Chair Jini Reynolds, Treasurer Katrina Frey, Member Alex de Grassi, Member Sheila Rogers, and alternate Member Marybeth Kelly. Present in the audience were Sheriff Matthew Kendall, Supervisor Carre Brown, Supervisor candidate Glenn McGourty, Recovery Director for Mendocino County Nash Gonzalez, and citizen Gizmo.

  2. Approval of Minutes Approval of Minutes of December 11, 2019. motioned to approve. seconded the motion.

    The motion passed with the following vote:

  3. Public Comments

    Jini spoke about how many changes have taken place recently, such as the new Sheriff, and new Fire Chief in Ukiah.

  4. Report from County and State on current events
      Nash Gonzalez gave an update on the Chipper Days from the County. He said the County had submitted a Grant proposal that if approved would give 96 Chipper Days throughout the more rural parts of the County.This is the second time that a Grant has been submitted but the county is more hopeful due to the wording of the current iteration, according to Nash Gonzalez. The Grant would likely be awarded in March or April. Sheriff Matthew Kendall spoke as to what is happening with a sheriff substation. According to Kendall, the Church on East road had been purchased and is being converted into both a sheriff substation as well as a mental health training center. The substation will house 14 patrol deputies as well as a sergeant and lieutenant, which is the entire patrol force. Kendall gave a rough estimate of late April/Early May for the patrol station being operational. The mental health training facility is likely to be operational in mid February, said Sheriff Matthew Kendall. He also said that the training facility should decrease costs for the Sheriffs Dept by lowering liability due to increased training and reducing travel expenses. He also said that by accepting contributions from other agencies that would want to take part in the hosted training, revenue would increase as well as a slight bump in tourism from the surrounding agencies travelling to participate. Dolly shared that a County meeting on the CalTrans bridge project is scheduled to take place on 2/12/2020 at 6:00 pm at Eagle Peak Middle School. In regards to the Economic Recovery and Resiliency Plan, Sheilah reported that she was in touch with Heather about a fire resiliency plan. At this point Nash Gonzalez suggested that she speak with Brent in the Planning Dept, as he is the one at the head of the activity. Dolly spoke about the recent theft that had occurred at the Redwood Valley Lions Park and how she had reached out to someone in the parks dept to find out what steps were being taken. Dolly asked if cameras were being considered. A discussion followed in the meeting about the various merits and possible detriments of increased surveillance. Carre brown did confirm that an assessment was being done about the park and would be presented to the board of supervisors when ready. Sheilah reported that there were no responses from the dead trees letter. Carre Brown had been sent a letter but could not recall receiving it. Due to her being present, she spoke on the contents after being informed of them. She said that there was little to be done about dead trees on private property with the current layout of laws. Legislation would have to be passed to give the county greater powers. Carre Brown informed us that in regards to the Climate Action Advisory Council report, Sustainable Ag Lands Committee had been awarded funds. There was also going to be a meeting of the committee on Friday 1/10/2020 at 1:30pm to discuss the funds.
    1. Development Review Ad Hoc Subcommittee: Alex, Marybeth, Jini
        Alex de Grassi reported that 2 permits had been requested in Redwood Valley. The first was a permit from US Cellular to replace some equipment in a cell tower. Sheriff Matthew Kendall shared that this was likely due to poor performance during the previous PSPS. he said that during the power outages it was discovered that many cell towers had extremely limited alternate sources of power. The second permit was from a collection of properties asking to create a cannabis district in order to avoid a code coming into effect which would reduce or stop the cannabis growing activity due to individual property sizes. The overlay would allow them to ignore the individual property size requirements and continue operating as they currently are.
      1. CAP: Community Action Plan and Design Review update
          No further word. The next step is likely a 5th town hall meeting before a document is created. Tentative dates for the 5th town hall are April 21st and 23rd.
        1. MAC Administrative Matters
            There is an opening for an alternate Member, but the county will recruit for this position. Secretary duties are going smoothly for Deven. An issue was raised by Jini. She suggested that there might be a County mandate for the RVMAC business cards and stationary. Marybeth will look into the possibility.
          1. Reports, Announcements from MAC Officers and Members
              Dolly informed everyone that she will be attending the 1/28/2020 Candidates Forum at Ukiah City Council Chambers, and town hall meeting with State Senator Mike McGuire at Eagle Peak Middle School on 2/13/20. Dolly also informed everyone of the Brown Act training that all RVMAC members and employees must attend on 1/29/2020.
