  1. Call to Order and Approval of Minutes of 6-8-22.

    Members and Alternates present: Jini Reynolds, Katrina Frey, Chris Boyd, Sattie Clark, Marybeth Kelly, Adam Gaska, Dolly Riley. Absent: Pien Ris-Yarbrough. Also present: Martha Barra, Sheilah Rogers, Bree Klotter, Cathy Monroe, Monica Huettl, Mike, Keith, Logan Devine, Nancy and Sam Todd, Sheriff Matt Kendall, Supervisor Glenn McGourty, Danilla Sands, Francis Owen, Travis Killmer, Liz Salamone, Granville Pool, Richard Schneider, Randy Dorn.

    A discussion on note-taking ended up with going alphabetical until a Secretary is found, and a search for Secretary continues. Some members stated they can step in to help if needed. Dolly introduced Alternate candidates Fran and Sonia, who each spoke about their background.

    A vote was held to approve 6-8-22 Minutes. Jini motioned, Katrina seconded, and Minutes were approved unanimously with Pien absent and Marybeth voting.

  2. Public Comments

    Dolly reported on proposed CA Senate Bill 396 that will allow PG&E to cut trees without permission from property owners. Folks may call State Senator Mike Mcguire to give an opinion (916) 651-4002. 

  3. Report from County and Agencies on Current Events

    Supervisor Glenn McGourty gave updates: The County’s finances have been rated A+. The offices of Auditor Controller and Treasurer Tax Collector are to be combined. He is a proponent for a financial services office because the CEO needs access to financial information. He noted PG&E has reduced flow of water to Lake Mendocino. He’d like to see a water agency for the County that could work with the UC Extension hydrologist, and include UC Davis and UC Riverside for grant writing, but others on the BOS disagree.

    Sheriff Matt Kendall reported his Dept receives many calls for noise, and that there have been two recent armed robberies involving cannabis. Overflights show a reduction in illegal gardens by around 40%, but the grows are about 25% larger than last year. Sheriff Kendall advocated for people to apply to join Search and Rescue and to apply for the many County job openings.

    Travis Killmer from County Disaster Relief promoted public use of the Mendo Ready website, and he introduced Garrett James as new Office of Emergency Services coordinator. Mr. James stated he is an ER Svs Specialist with MA, and background as paramedic and working with fire departments in So. Cal. A discussion about fire sirens ensued and Mr. James said an RFD is out for sirens and he has met with RV fire chief about it. Marybeth Kelly said Watch Duty is a good app for quick notice of new fires.

    Redwood Valley School update: Marybeth reviewed UUSD minutes from 2010, and found language stating “use of school would continue for the community...be maintained in a park-like setting, with twice-monthly maintenance," which is not being done, and she wants to ask UUSD to maintain one parcel for community use. The property was in a 9-month escrow to June 2022 and extended for 2 months, with developer Gary Breen, who reportedly planned for apartments. There are three water hookups on the property, so apartments are not likely. Dolly stated she spoke to Senator Mike McGuire’s office which expressed interest in the site as access to the Great Redwood Trail, but they haven't yet visited the site as they stated they would. On August 13, RV School alumni are invited to a reunion and luncheon.

    Update from RV/Calpella Fire District. RVCFD Member Chris Boyd, also a MAC member, announced the August 11 Fire Dist. Board meeting is cancelled due to Covid exposure. The Board was considering a much-needed parcel tax increase, but if the Fire initiative passes in November election, then the parcel tax will not be needed for 5 years.

    Jini announced the Mendocino County Firesafe Council has funding for low-income seniors and disabled individuals to get free help through the Defensible Space Assistance Program, and to contact Coordinator Emily Tecchio at (707) 684-9838. Dolly added they consider low income as less than $39K for 1 person and less than $59K for 2 people.

    RV Grange update: Jini stated the State Grange reps will be doing a lecture program at next meeting. A flea market, puzzle exchange and snacks will be offered on 8-13-22. This day, the Grange hosted a children’s program called Giggles.

  4. Water Education Standing Subcommittee. Adam, Katrina, Sattie

    Guest speaker Sean White, Director of Water Resources for the City of Ukiah, reported on efforts to consolidate the small water districts in the area, and is now seeing an air of cooperation. Mr. White stated it could cost $40-$50 million to replumb the water pipes serving all the districts in a 5-year process. New State program SAFER is meant to improve water reliability. He is working with State representatives, and with Jared Walker, manager of multiple water districts, including Redwood Valley County Water District (RVCWD). The State Water Resources Board is in favor of water districts consolidation. The Redwood Valley District carries an older debt that was used for water delivery of $6.85 million, which will need to be dealt with somehow. Discussion ensued around timelines, grants, raising the dam, and opposition to Huffman’s 2-basin solution. Supervisor McGourty stated he talked to Congressman Huffman the prior week, and Huffman said he would ensure the Russian River maintain flow. Mr. White added that consolidation will include input from City of Ukiah, local water districts, and the Upper Russian River Water Agency (URRWA).

    RVCWD Member Adam Gaska, also a MAC member, drafted a letter to the RVCWD from the MAC requesting that the District host a public meeting on consolidation, with participation from all local water districts and managers, Sean White, Jared Walker, and two County Supervisors. The MAC held a vote to send the letter, with Katrina motioning, Jini seconding. Chris suggested the letter also go to City of Ukiah and URRWA, and a unanimous vote was in favor to send the letter as such.

  5. Cannabis Policy Standing Subcommittee: Patricia, Sattie

    MAC members discussed a draft letter to the BOS to “form a standing committee to deal with the issues surrounding the cannabis department and the development of a local cannabis industry.” The letter discussed the permit program having had missteps, and requested an oversight committee of multiple stakeholders. MAC members voted to send the letter, with Marybeth making a motion and Jini seconding. A vote to send the letter was held, and decision adopted with a yes by all, save Dolly who abstained from the vote and asked her name not be on the letter.

    This item was trailed for next meeting.

  7. CAP: Community Action Plan and Design Guidelines: Dolly, Chris

      CAP edits are complete. CAP will be resubmitted. CAP will be posted on RVMAC website.

  8. Officers and Members Reports and Announcements

    A discussion was held as to the process of the MAC for vetting member candidates. There is currently an opening for a MAC Alternate Member. Two applicants in attendance, Fran Laughton and Sonya Campbell had introduced themselves. The vetting process decided was for applicants to come to meetings, and allow members to talk with and question candidates. Chair Dolly Riley asked each member who they could recommend as alternate, with Dolly and Chris in favor of recommending Fran; Adam, Marybeth and Sattie stating wait; and Jini and Katrina stating no opinion. No recommendation was made due to lack of consensus. At end of meeting, Jini thanked the CAP team for edits, and Katrina stated Sean White’s presentation gave hope for better water security. Meeting adjourned at 7:15 p.m.
