Call to Order
a. The meeting was called to order at 5:00 PM by Chair Dolly Riley.
b.Guest attendees include Supervisor Glenn McGourty and Jeanne Chinn, and members of the public.
c. Present: Chair Dolly Riley, Vice-Chair Jini Reynolds, Members: Katrina Frey, Patricia Ris-Yarbrough, Alternate members: Marybeth Kelly and Fran Laughton.
d. Absent: Members: Adam Gaska, Sattie Clark, Christine Boyd

Consent Calendar. Approval of Minutes of 9-8-22 and 9-14-22.
Minutes approved for both dates.

Report from County and Agencies on Current Events
1. Guest Speaker Jeanna Chin - PG&E public safety issue; actions citizens can take if PG&E removes trees without permission.
a. PG&E leaving tree parts and fuel on the ground, not cleaning up after themselves
b. Lack of cleaning up creates rats' nests and damaged wires, which can spark fires.
c. Campaigning to reinforce restrictions on PG&E is necessary
2. 1st District Supervisor Glenn McGourty
a. Financial credit in the community is booming
b. Working on hiring a water resource specialist and climate change specialist to work on issues in Mendocino County
c. District 4( Fort Bragg) is trying to build more water storage for a 2-year sustainability plan
3. Sheriff Matt Kendall
a. By November 1st, 7 new correction officers will be recruited
b. Still working on a coalition to save communities with NorCal Deputies to resolve spikes of overdose from Weed, Opium, and Fentanyl
c. Hoping to help DACA recipients join local sheriff's once new legislation goes through
4. Redwood Valley School Updates
a. UUSD passed a resolution 10-13-22 to declare school property surplus exempt, meaning it will be offered for sale to educational and government buyers for 60-90 days.
5. Fire District Updates
a. Election being held for Fire District
b. Voting polls are located in Redwood Valley on Road C
6. Grange Updates
Jini:
a. Trunk-or-Treat being held Sunday, Oct. 30th
b. The annual Crafts Fair will be held on Saturday Dec. 3rd, all tables for the fair are sold out, but some tables are willing to share space
c. Boy scouts may help with future projects such as painting the Grange.

Water Education Standing Subcommittee. Adam, Katrina, Sattie
Katrina: 6weeks ago 400 acres/feet of water, for agricultural use, was obtained and is being stored in Mendocino for the Redwood Valley community, to be used by the end of the year.
Dolly: Friends of Eel River is suing FERC, this requires no action from MAC, who is an unregistered non-participant.

Cannabis Policy Standing Subcommittee: Patricia, Sattie
Pien: Assembly Bill 2691, recently introduced by Assembly Member Jim Wood, will enable small farmers to be licensed to sell directly to consumers. Officers and Members Reports and Announcements
Jini: Tech position open, announcements in Mendocino College
- The position offers short-term training for $20/hr., $22hr after the permanent position.Katrina motioned to adopt the bylaws, and Jini seconded the bylaws.
Bylaws adopted by unanimous consent among all members present.
A discussion was held regarding bylaws, before the vote.
Members agreed to invite Pomo Tribal Chairman Michael Hunter to next meeting.
