  1. Call to Order 

    a. Dolly Riley called meeting to order at 5:02pm, announced new Brown Act teleconference rules AB2449, effective in 2023. Dolly recognized and honored that November is Native American Heritage Month.

    b. Attending: Laura Henebury, Monica Huettl, Granvile Pool, Supervisor Glenn McGourty, Sheriff Matt Kendall, Bree Klotter, Travis Killmer, Gizmo Henderson, Cathy Monroe, and Peter Reynolds.

    c. Present: Dolly Riley, Jini Reynolds, Chris Boyd, Marybeth Kelly, Patrica Ris-Yarbrough, Fran Laughton.

    d. Absent: Sattie Clark, Katrina Frey, Adam Gaska.

  2. Consent Calendar. Approval of Minutes of 10-12-22.

  4. Report from County and Agencies on Current Events

    1. District Supervisor Glenn McGourty (Presented at end of the meeting before adjournment)

    - Inflation affecting Banks

    - Personal Approval of Consolidation of Water Districts

    - Exclusion Zone legal issue

    - Redwood Valley could use more housing

    - Disaster Preparedness (Fire and Flood)

    2. Sheriff Matt Kendall

    - Weather and Speed-related accidents

    - Hiring Sheriff Dept workers going well

    - Working on boosting training

    - New Sheriff Dept Cars

    - Cannabis bust on Rd. E, 1000+ plants removed

    3. Redwood Valley School Updates

    - Letter to request State or GRT Agency purchase school site and integrate school site into Great Redwood Trail: Chris motioned approval of letter, Jini seconded, unanimous approval by those present.

    4. Fire District Update from Chris:Measure P offers better funding to the district,new board members

    Travis Killmer (Disaster Recovery):Contract for siren accepted

    5. Grange Updates from Jini and Marybeth

    - Successful Trunk-or-Treat

    - Holiday Craft Fair Dec. 3, 11-4 pm, 4H participation

    - Kitchen Project continues

    - National Grange Convention o Nov. 15th

  5. Water Education Standing Subcommittee. Adam, Katrina, Sattie

    Dolly: Well permit workshop offered 11-15-22 at Barra

    Chris: Cited Jim Shield's letter to UDJ to request BOS adopt water resolution during an emergency drought period

    Bree Klotter: Discussed consolidation of Upper Russian River water districts.

  6. Cannabis Policy Standing Subcommittee: Patricia, Sattie

    Pien - SB 2691 to allow growers to sell onsite retail goes to next legislative session

    Pien - Temporary permits and provisional licenses need follow-up and inspection

  7. Development Review Standing Subcommittee: Marybeth, Jini, Patricia

    No requests for permits were received from Planning and Building.

  8. Officers and Members Reports and Announcements

    Dolly:Invited Redwood Valley Little River Band of Pomo Chairperson Debra Ramirez to speak to MAC in January, will continue to request Coyote Valley Tribal Chair Michael Hunter to speak Feb or March.

    - Going Dark in December by unanimous agreement.

    - All agreed to wait to address member absence for more than three months out of courtesy

    - Pien: Native American heritage, more next meeting. Marybeth: Will share the research of Neill Bell. 

    - Cathy discussed need for plasticclean-up

    - Jini thanked businesses who supported Trunk-or Treat, added 

    - Voting polls need workers

    - Dump site on Rd. A clean-up needed
