  1. Call to Order 

    A. The meeting was called to order at 5 PM by Chair Dolly Riley. A discussion of the AB 2449 Teleconferencing rules and Zoom usage was held.

    B. Attending: Laura Henebury, Monica Huettl, Granville Pool, Supervisor Glenn McGourty, Travis Killer, Gizmo Henderson, Grange President Jeff Box, Oryan Meeker, Debra Ramirez, Sheilah Rogers, Bree Klotter, and Cherlyn Evans, Crystel Reyes, Peter Reynolds, Cathy Monroe, Janae Stevens

    C. Attendance of Members: Dolly, Jini, Katrina, Chris, Alternate Marybeth, Patricia (Pien), Adam present. Alternate Fran Laughton absent.

  2. Consent Calendar. Approval of Minutes of 11-9-22. Chris motioned, Jini seconded, and Minutes were approved by roll call vote, with Adam and Katrina abstaining due to their absence at November meeting. 
  3. Public Comments

    Adam Gaska: Training for the Brown Act will be on January 25th, email Julia at the Mendocino County Council Office 

    Oryan Meeker Project Coordinator of NCO’s LISTOS program stated he was seeking engagement from the Latinx/Hispanic Community in Redwood Valley to provide a curriculum for disaster preparedness.

    Jini spoke for Chiah Rodiguez Chair of Mendocino Cannabis Alliance, who could not be present, stating Chiah has concerns about Redwood Valley’s request for a cannabis exclusion zone.

  4. Report from County and Agencies on Current Events

    1. Guest Speaker Debra Ramirez of the Redwood Valley Little River Band of Pomo Indians stated the Tribe is engaged in RV Water District for domestic water use, and with the State Water Board to increase the Tribe’s water storage. They also participate in Potter Valley Project solutions. They are working on road sealing, a tobacco grant, housing issues, a wastewater treatment system, and Indian Child Welfare Act issues with the County. During Covid the Tribe lost one member to Covid death. The Tribe has provided generators during power outages, warming centers, Covid testing and cleaning supplies. Mary Camp is the Tribal Administrator and the public is invited to their meeting the 3rd Sunday with information online. Patricia (Pien) invited Debra to consider filling an opening on the RVMAC.

    2. Supervisor Glenn McGourty:The county is in the middle of two emergencies, winter storms and drought. The County is seeking to hire a water resource specialist. The County is trying to help the Cannabis Dept. The County is isn the process of trying to maintain the budget which is a mess. Finding new County staff has been difficult. Supervisor would like to develop biofuels using forest waste.

    3. Sheriff Matt Kendall was not present.

    4. Discussion of Ukiah Unified School District letter to RVMAC stating Redwood Valley closed school availability for sale to educational and government institutions for 60 days. Janae Stevens of Greenleaf Cohousing stated they are seeking a housing site. Public discussed possible assistance to obtain a LACO construction report, domestic water hookups, price and possible partnerships. Supervisor McGourty stated the Energy Development Commission may be of help.

    5. Fire District Updates. Travis Killmer stated Siren Project will test new sirens on 1-14-23 at the RV firehouse. Sheilah Roger asked if Black Bart Trail as fire egress was funded for improvements, and Travis responded that only the study was funded at this time. Travis gave his phone number for further questions (707) 234-6032. Chris Boyd, Fire District member, stated the Redwood Valley/Calpella Fire District meets on the 2nd Thursday of every month and thanked the public for the vote for more funding. The new Fire Marshall is Matt Keiser who is also in code enforcement for City of Ukiah.

    6. Grange Updates. Grange President Jeff Box announced the next events coming up in the Grange: Gear Swap Jan 28, 11am to 3pm, and Flea Market and seed exchange Feb 11. Grange Secretary Marybeth Kelly gave a kitchen improvement update. An upcoming Grange Scholarship program was announced. 

  5. Water Education Standing Subcommittee. Adam, Katrina

    Water District Member Adam Gaska stated that a special meeting will be held on Wednesday 1-18-23 at 2 pm via zoom to interview 2 people for the position. Current members are Adam, Cassie Tanning Trotter, Ken Todd and Tom Schoeneman. Regular Zoom meetings are held monthly 3rd Thursdays at 5 pm. The Ukiah

    Groundwater Basin committee requires the counties to regulate new wells, and a well workshop was held on 11-15-22. Redwood Valley is not in the Russian River Flood Control District, a district that will be checking monthly rather than yearly to see if there is surplus which RV may participate in. Redwood Valley has a water right to Lake Mendocino with very limited conditions. The Army Corps of Engineers will begin releasing water from the Lake. The Lake’s original purpose was for downstream flood control. A public discussion was held regarding drilling wells near the Russian River, water loss due to aging infrastructure, thefts from hydrants, and possible State water consolidation of local water districts. 

  6. Cannabis Policy Standing Subcommittee: Pien, Community Members

    Pien stated the request for Cannabis Exclusion Zone has been stuck on a desk at Planning and Building. Jini suggested that Chiah should join this committee in the future. The group discussed the importance of receiving a result after submitting their request for the Exclusion Zone. Dolly stated she sees the Exclusion Zone as a win-win for growers and excluders because with less growing area the cannabis demand and price could increase. 

  7. Development Review Standing Subcommittee: Marybeth, Jini, Pien

    No building permit information was received from the County.

  8. Officers and Members Reports and Announcements

    Chair honored past member Sattie Clark who resigned in November. Officers described their positions and responsibilities. A motion was made by Adam to keep current Officers, Chris seconded.

    Voted Yes: Jini, Katrina, Chris, Pien, Adam, Dolly. In 2023 Dolly will need to renew membership in May, and Jini, Katrina and Marybeth will need to decide if they wish to renew membership in June. 

  9. Adjournment. Next meeting 2-8-23.
