  1. Call to Order

  3. Public Comments

    a. Felicia Smith of Sonoma Clean Power explained she was not able to do her presentation this month but next appearance will cover:

    1. Where the power comes from

    2. Billing

    3. Rebates

    4. Workforce Development

    5. Federal Incentive Program.

    b. Cathy Monroe discussed the Center for Biological Diversity, which is appealing CA Public Utilities Comm. (CPUC) decision to reduce solar credits.

    c. Katrina Frey suggested we all bring copies of our power bills to next month’s meeting.

    d. Gizmo Henderson had questions for Felicia Smith regarding research and development and where they source their employees from.

    e. Cathy Monroe noted Mendocino Climate Action Advisory Committee (MCAAC) is in the process of reforming and invited others to join, noting both Marybeth Kelly and Gizmo Henderson have applied. She also said MACs are a natural place for MCAAC to work together on future climate action projects.

    f. Pien Ris-Yarbrough read a letter she wrote to Mendocino Dept. of Transportation Director Howard Dashiell after his presentation to the MAC last month on the Hwy 20 Calpella Two Bridges Project. It was regarding the lack of electrical lighting at the future Highway 20/exit 144 intersection. She will send a copy to the CalTrans Project Engineer also. 

  4. Report from County and Agencies on Current Events

    a. Guest Speaker Felicia Smith of Sonoma Clean Power is rescheduled to a future date.

    b. Supervisor Glenn McGourty: was unable to attend but sent his update via email and it was read by Adam Gaska to the council. This update is available on the RVMAC website. Topics include:

    i. Mendocino Water Resource Team Technical Advisory Committee

    ii. Consolidation of water districts

    iii. Groundwater storage in Potter Valley

    iv. Emergency Resolution on Tree Mortality

    v. City of Ft. Bragg reservoirs

    vi. Ukiah Valley Basin Sustainable Ground Water Agency Ground Water Management Plan

    vii. Desalination pilot project in Ft. Bragg

    viii. West Company

    ix. Early Warning Sirens Project with RV-Calpella Fire Dept.

    Marybeth Kelly asked Supervisor Mulheren to please look in the next BOS meeting for the refund contract between Redwood Valley Grange and County Disaster Recovery Team. The amount is approximately $8000.

    c. Sheriff Matt Kendall update: Weather is extreme. There is 8-12 feet of snow at the top of Bell Springs Rd. Rescue equipment that hasn’t been used in a long time is being used. 50-65 mph winds are predicted tomorrow so be prepared for power outages. Look out for your neighbors. Stay alert for falling trees. County transportation workers are working overtime. There are two types of rain: clod-soakers and gully-washers. We need the clod-soaker rain because it soaks in well.

    d. Fire District update: Chris Boyd who is also on the RVCFD Board said the March 9th Board meeting is open to the public. Matt Keizer is the new Fire Marshall and they are finalizing that job description. She was surprised to learn from the Sheriff that all sirens for the Early Warning Sirens Project will be purchased by this summer.

    e. Grange update: Marybeth Kelly announced the next bi-monthly Flea Market will be April 8th along with the annual Easter Bake Sale. The County mobile spay & neuter van will be at the Grange on March 14th. The quarterly cleanup of East Road through the Adopt-a-Road project is scheduled for March 18th,meeting at the Grange at 9 AM. The Humane Society of Inland Mendocino County now meets monthly at the Grange on 3rd Wednesdays, along with 4H on first Mondays. The Kitchen Project upgrading the existing kitchen to commercial standards is in the process of getting a building permit. Pien Ris-Yarbrough reiterated to both County Supervisors present the critical need to approve the $8K refund contract. 

  5. Water Education Standing Subcommittee. Adam, Katrina

    1. Adam Gaska reported he didn’t have much to add to Supervisor McGourty’s notes on water matters. There was a discussion on Lake Mendocino water levels. Felicia Smith noted that water conservation must be a way of life. 

  6. Cannabis Policy Standing Subcommittee: Pien, Community Members

    1. Patricia Ris-Yarbrough asked Supervisor Mulheren about the status of growers’ application backlog. Mulheren said they will know more after the BOS discusses it at their March 14th meeting. M.C.A.’s Michael Katz noted he is grateful to the supervisors for moving this forward. 

  7. Development Review Standing Subcommittee: Marybeth, Jini, Pien

    a. Marybeth Kelly announced the MAC received a notice from Building and Planning Dept. regarding a proposed subdivision on Tomki Road, specifically it was notifying the public that an Environmental Impact Review was not necessary. Discussion was had and Adam Gaska motioned for Marybeth Kelly to gather all comments and concerns from the MAC and send them in a reply to Building and Planning Services. Pien Ris-Yarbrough seconded. Adam Gaska amended that Marybeth should include all members not present tonight. Pien Ris-Yarbrough seconded. Vote was unanimous to approve. This was for the Clement-Rorick owner parcels APN 107-056-04, 107-040-21 &105-290-16.

    b. Marybeth Kelly also presented the letter drafted by Chair Dolly Riley to the Planning Commission asking them for status of the Redwood Valley Community Action Plan and Design Review submitted in August 2022. Chair Riley had shared this letter with all MAC members previously. Adam Gaska motioned that we approve Chair Riley to send the letter. Pien Ris-Yarbrough seconded. Motion carried unanimously.

  8. Member request for Great Redwood Trail ad hoc Subcommittee

    a. Adam Gaska read a letter he wrote to Ukiah City Council & Staff asking them to include the RVMAC in any expansion plans. Pien Ris-Yarbrough recently walked the trail from West Rd to School Way. Chris Boyd checked out the Great Redwood Trail website GreatRedwoodTrail.org.

    b. Supervisor Haschak noted there is a Trail community outreach meeting on March 23rd at 6 PM at the Willits Community Center. Redwood Valley citizens are invited.

    c. Adam Gaska motioned to form the Great Redwood Trail adhoc subcommittee with the purpose of giving updates, soliciting input and engaging the community. Pien Ris-Yarbrough seconded. Roll call vote was taken and it was unanimously carried.

    d. The following members expressed an interest in being on this committee: Adam Gaska, Pien Ris-Yarbrough, Katrina Frey and Gizmo Henderson. 

  9. Officers and Members Reports and Announcements

    a. Jini Reynolds announced that Plowshares Meals on Wheels will be coming to Redwood Valley soon, possibly starting in April. They need volunteers to make it work.

    b. Jini Reynolds also shared how to give gifts of appreciation to the hardworking road and utility crews in your neighborhood.

    c. Chris Boyd announced our MAC is still looking for a Secretary.

    d. Jini Reynolds noted that maybe there would be more community participation at the MAC meetings if the time were changed to 6 PM as some folks don’t get off work in time to make the current 5 PM meeting time.

    e. Marybeth Kelly announced Ukiah Unified School District has received some sort of offer on the surplus property of the former Redwood Valley Elementary School. No details at present, but it will be discussed at March 9th UUSD board meeting in closed session.
