Consent Calendar. Approval of Minutes from 2-8-23 and 3-8-23.
Adam motioned to approve the Feb. And March minutes as written. Chris seconded. Minutes were approved unanimously as written.

Public Comments
a. Carrie Shattuck announced she is running for First District Supervisor in the 2024 election. Her email is VoteCarrie2024@gmail.com. It was mentioned that RVMAC member Adam Gaska has also announced he is running for the same.
b. William Self announced he is starting a Neighborhood Issues Resolution Support Group. He is posting flyers in RV. His contact info is WilliamSelf@yahoo.com (707) 485-0867.
c. Gizmo Henderson voiced his concerns about the Caltrans Bridge replacement project in Calpella. His concerns included containment of possible tanker spill to keep it from entering the Russian River watershed and the amount of blacktop at the Road 144/Hwy 20 interchange.
d. Martha Barra announced Barra of Mendocino Winery will be hosting a guest speaker on the subject of composting. Free composters will be available. April 15 12-4pm.
e. Martha Barra also announced that at the most recent BOS meeting, the supervisors had discussed selling Mariposa Swimming Hole on Tomki Road. It is a county park.

Report from County and Agencies on Current Events
a. Guest Speaker is Louisa Morris of the Coastal Conservancy, one of the agencies funding the Great Redwood Trail. Louisa gave a presentation on the Great Redwood Trail and answered questions about it. She left several paper handouts on the project also. The audience was able to leave suggestions also.
b. Supervisor McGourty’s update:
i. Glenn did confirm that the Mariposa Swimming Hole could indeed be on the chopping block, along with possibly other parks in the county. Martha Barra suggested perhaps a non profit group could acquire it to keep it for the community. Katrina Frey and Jini Reynolds also commented in favor of keeping this small piece of land in the community for both human and wildlife use. The Grange was mentioned as a possible entity that could take it over. Glenn urged our community to get creative with regard to raising funds.
ii. County Budget: This is the main topic at BOS lately. County income has declined. Cannabis taxes have not produced what was expected. Surplus buildings and county parks are on the chopping block. County CEO is trying to modernize the budget.
iii. County Cannabis: Department is under new management. Changes in the speed of permit issuances are hopefully on the horizon.
iv. RV Grange funds: Marybeth Kelly asked Glenn to follow up on the RV Grange’s request for release of PG&E Settlement funds used in Grange upgrades, specifically the new heating/ac units installed in the main hall and kitchen.
v. RVCAP: Dolly Riley asked Glenn if our RV Community Action Plan (RVCAP) had been reviewed yet by the Planning Department, and if the RV MAC bylaws had been approved. She was asked to contact County Counsel office.
c. Update from Sheriff Matt Kendall: The sheriff was not present.
d. RV-Calpella Fire Department Updates: Chris Boyd announced they won’t be receiving Measure P funds until next year. PG&E Settlement funds are being used to purchase equipment and pay for volunteer training programs.
e. Grange Updates: Marybeth Kelly reported the annual Easter Bake Sale and bi-monthly Flea Market were both successful. The Flea Market may become a monthly affair. Still waiting on the County to refund the approximately $8000 for Grange modernization so far.

Water Education Standing Subcommittee. Adam, Katrina
a. Adam Gaska announced Bree Klotter has been appointed to the Redwood Valley County Water District Board and he has been elected President of the Water Board. Ag water is available for frost protection and is expected to stay on for the summer. The District may be able to lift the 55 gallons per day limit on domestic water use. There is talk about decommissioning Scott Dam at Lake Pillsbury. PG&E does not want to run the Potter Valley Project anymore and is refusing to close the flood gates. The effect is much less water going into Lake Mendocino, making it drain faster. The Russian River Water Forum was formed come up with solutions that will secure the water rights from the Potter Valley Project. Adam Gaska is on that board also.
b. Martha Barra announced workshop on new well drilling rules under the Sustainable Groundwater Management Act will be happening at Barra Winery 4/17/23 at 4:30 PM.

Cannabis Policy Standing Subcommittee: Pien, Community Members
Marybeth Kelly announced that the meeting to decide on the Redwood Valley Cannabis Exclusion Zone has been postponed to 4/20/2023.

Development Review Standing Subcommittee: Marybeth, Jini, Pien
a. Marybeth Kelly announced the MAC received a notice from Building and Planning of a proposed Leneave 4.34 acre property at 7825 Uva Drive into 2 parcels. Discussion was had and RVMAC decided to send no comment to Building & Planning.
b. Dolly Riley commented that we are still waiting to hear from Building & Planning on our Community Action Plan (RVCAP).
c. Adam Gaska announced he has access to RVMAC email now from former member Sattie Clark. He will contact Building & Planning Services to have all RVCAP comments be sent through that email. He will forward to all RVMAC members.

Great Redwood Trail ad hoc Subcommittee: Adam, Katrina, Pien, and community member Gizmo Henderson
1. Adam Gaska and Pien Ris-Yarbrough met and drafted letter from RVMAC to Ukiah City Council asking them to please include RVMAC in any planning of future extensions of the GRT to Redwood Valley. Chris Boyd motioned we send the letter with appropriate letterhead and disclosure statement. Katrina seconded. Roll vote and motion carried unanimously. Adam will send PDF to Dolly, who will put appropriate letterhead and disclosure statement on it.

Officers and Members Reports and Announcements
a. Dolly Riley brought up the past discussion of moving meeting start time from 5:00 pm to 5:30 pm. Discussion was had about that and diversity within the membership of the RVMAC. It was decided to try starting at 5:30 pm until October, with meeting still ending at 7:00 pm. And it was reiterated that we need to keep speakers on track and within their time limits so the meeting doesn’t go beyond 1 ½ hours.
b. Dolly Riley announced Grange member and Redwood Valley resident Vicki Sparkman has died and the memorial is this Saturday. Jini Reynolds is point of contact.
c. Members need to reapply if they want to remain on RVMAC. Both Jini Reynolds and Marybeth Kelly’s terms will expire in June.
d. Dolly Riley would like to know if the RVMAC would like to have a Caltrans rep be our guest speaker to address our concerns about the Hwy 20 Calpella Bridge replacement project. Chris Boyd said she thought those concerns might be addressed better in email and graciously volunteered to do that. Marybeth Kelly reminded her of the letter already sent by Pien Ris-Yarbrough to County D.O.T. director Howard Dashiell with copy sent to Caltrans Project Manager. Marybeth will send Chris a reminder copy of that email.
e. Next meeting’s guest speaker will be Felicia Smith of Sonoma Clean Power
f. Jini Reynolds is asking for help from members and the public to set up all of the chairs and tables for the meeting and for Zoom. She asked that he Zoom equipment be neatly stored and not scattered. Jini asked for volunteers to deliver Meals on Wheels, which began May 1 for Redwood Valley clients.
g. Katrina Frey announced she would be stepping down as Member of RVMAC after May, but will continue as citizen Treasurer until a replacement is found.
h. Marybeth Kelly announced the UUSD has received notification from Rural Communities Housing Department that they are NOT interested in acquiring the now surplus Redwood Valley School property. Adam Gaska had heard River Oak Charter School has expressed interest in acquiring it. The next step will be for the property to go on the open market.
