  1. Call to Order
    The meeting was called to order at 5:30 pm by Chair Dolly Riley.

    1. Roll Call 

      Present: Dolly Riley, Jini Reynolds, Chris Boyd, Marybeth Kelly, Pien Ris-Yarbrough, Deb Hughes, Erin Moynahan, Sonya Pio

      Absent: Kahli Johnson



  2. Consent Calendar. Approval of Minutes of 9-11-24

    Chris motioned and Marybeth seconded approval of 9-11-24 Minutes. All present approved, except Jini who abstained because she was not present last month.

  3. Public Comments

    Jay Epstein announced he is running for Mendocino College Trustee. He is a Calpella resident and wants to develop student housing. 

    Gizmo Henderson noted it is the 7 year anniversary of the Redwood Valley fire. Members and public observed a moment of silence in memory of lives lost. 

    Jini Reynolds announced that she is resigning from the RV MAC after many years of service. Folks stated their appreciations, and her Zoom operator replacement was discussed. Erin will learn the system.

    Sonya Pio noted that Sheriff Kendall was on KZYX promoting the value of job training for repeat offenders. Deb Hughes discussed the need for training internships.


  4. Brief Report from County and Agencies

    Sheriff Matt Kendall participated by telephone. He discussed the dangers of fire season, the jail addition going forward, the hiring of new personel, and the current scourge of mail theft. Jini noted a possible fraudulent delivery person at mailboxes in the early a.m. Sheriff Matt added that there is an app for USPS. Dolly Riley thanked the Sheriff for the Dept's response to the Oct 3 fire near Road B. Chris Boyd asked if the siren system would expand to Redwood Valley. Sheriff said OES is working on it. Gizmo noted that fire sirens might reduce fire insurance and save lives. Sheriff gave a bit of history on fire suppression and brush reduction. Deb stated she observed CalFire getting resistence from environmentalists in fuel reduction. 

    Guest speaker Lucy Kostrzewa, a civil engineer acting as the Caltrans construction manager for the bus project on N State and West Rd, talked about the bus stop being ready Oct 26, with parking areas and planning with MTA Jacob King. Brian Winter of CalTrans answered questions abount the project. He pointed out the gravel area for flood and pollution control, and stated that the MAC would be notified in the future. Erin pointed out the problems with traffic congestion and worries about being hit. Supervisor McGourty suggested having MCOG at a future meeting. Deb noted large trucks approaching the intersection move fast creating a hazard. Gizmo underlined how the community knows the area and could have given valuable input in planning. Jini asked about repairs on Road A, which was an alternate route during the bridge project, and was told she must contact County DOT.

    Supervisor Glenn McGourty discussed the Noise Ordinance that is in process, in conjunciton with the Sheriff's Dept. He stated that repeat violations could get expensive. Both Erin Moynahan and Lynne Maguire asked if complaints would be anonymous. (yes) Deb asked if the ordinance would stop noise at 10 p.m. (ordinance in process). Supervisor McGourty announced the Psychiatric Health Facility has broken ground on S State St, and that this and a Crisis Residential Treatment center on Orchard St are paid for by Measure B monies. Supervisor said a few words about water bills. Marybeth Kelly asked about the County helping with animal spay and neuter since so many dogs and cats are dumped in this area. Supervisor answered that there is funding for a mobile spay clinic.

    Chris Boyd gave a Fire District update. Next meeting is Oct 10 at 6 p.m. She stated that the Sheriff and OES have taken over the fire sirens project. Dolly noted that on Oct 3 the siren did not go off, which would have awakened more people. Chris noted that the new siren's usage is not yet defined, is it an alert or does it mean evacuation? Undecided. Gizmo pointed out the Fire Dept's tool and go-bag giveaway.

    Marybeth gave an update of the Grange. There is a flea market Oct 12, a dance Nov 16, and a winter fair Dec 14. Dolly thanked Marybeth for opening the Grange during the Oct 3 fire, at 2:30 a.m. Pien Ris-Yarbrough announced the Jackson Forest management plan update at the Saturday Afternoon Club on Oct 22, from 5 to 7 p.m.

  5. Redwood Valley Rec Center: Marybeth, Dolly

    Marybeth noted that the Rec Center planning team will await Ukiah Unified School District's plan to apply for and recieve a waiver in November to allow sales or lease of the school site. After that the District will make public a Request for Proposals, which the Rec Center will reply to. 

  6. Cannabis Policy Standing Subcommittee: Pien, Community Members

    Members discussed a request for Administrative Permit at 10550 East Rd to reduce side setbacks for a cannabis farm. Chris made a motion, seconded by Marybeth, to notify Planning and Building Services that we want to confirm neighbors were notified, and if not, the RV MAC does not approve of the permit until neighbor notification and provided the neighbors do not protest. Members voted to allow MAC to send such a letter, with Erin abstaining. 

  7. Development Review Standing Subcommittee: Marybeth, Jini, Pien

    Faizon Gas Station Permit: Dolly gave an update on discussion with PBS planner Liam Crowley's progress in the gas station permit denial appeal. Mr. Crowley stated on 9-27-24 that CalTrans did not respond to Faizon's latest traffic study after a reasonable period, and he will now consult his team on next step. Dolly will continue to follow up.

    Marybeth stated she has not received any new permit applications.

  8. Community Action Plan ad hoc Subcommittee: Dolly, Chris, Jini and community members Sheilah Rogers and Alex DeGrassi

    Dolly recieved an email from PBS Planner Russel Ford on 9-30-24. He noted that the CAP was with County Counsel for the week, after which agencies can begin to be notified. Dolly will follow up.

  9. Prohibit New Gas Stations in Mendocino County: Chris, Community Member Gizmo Henderson

    Discussion continues in subcommittee.

  10. Officers and Members Reports and Announcements

    Since Jini is leaving the MAC, Sonya Pio stated she would apply as full Member. That would leave an opening for an Alternate Member. Dolly briefly announced that Brown Act Training would be held in January and is mandatory every 2 years for members and alternates. She noted that the MAC also follows Robert's Rules for the benefit of new members, and that she would be sending a copy of MAC Bylaws to newbies. Members discussed next guest speakers and agreed to have MCOG Loretta Ellard in November and Jay Epstein in January. Dolly will invite. MAC will not meet in December.
