  1. Call to Order
    The meeting was called to order at 6:00 pm by Mayor Jim Murphy.

      Present: Mayor Jim Murphy, Mayor Pro-Tem Bill Powers, Councilmember Leah Turner, Councilmember Mikki Battaglia, Councilmember Pat Morton

      Staff Present: City Manager Ryan Bonk & Finance Officer Susan Scarlett

  3. City Communications
    1. City Council Communications

      Councilmember Battaglia: Attended Firewise meeting- setting up a table for the fly in breakfast and booth at Railroad Days, attended Lost Sierra Chamber of Commerce meeting.

      Councilmember Morton: Attended Transportation Committee meeting, attended Music in the Park, attended Angel's meeting to prep for Christmas.

      Mayor Pro Tem Powers: Attended Transportation Committee, attended Music in the Park- expressed that the event was full and met new residents of Portola, mentioned new wrestling coach at the high school


    2. Reports: Beckwourth Peak Fire Protection District / Plumas County Sheriff / Northern Sierra Air Quality 

      Plumas County Sheriff Chad Hermann provided an update that included his career background, his goals for the organization as Sheriff, and updates on general improvements for the department overall as well as improvements that will benefit Portola. Council members had various questions and comments for the Sheriff. 

      Norther Sierra Air Quality: September begins curtailment seasons, green waste program is moving well with event scheduled for October.

    3. Staff Communications

      City Manager Bonk noted that the Public Engagement Officer intends to present the Council with updates in the near future. 

    4. City Manager Report

      City Manager Bonk provided an update on the Phase I Riprap permitting process through the United States Army Corps of Engineers (USACE). City received Notice of Applicability from Regional Water Quality Control Board which certifies the project. Meeting with engineering consultants scheduled for Friday 8/29. USACE met with Tribes and District Ranger for Wild and Scenic River portion of project. USACE expects a response to the City on the permitting by early next week. 

  4. Consent Agenda
    1. Claims:

      Adopt Resolution No. 2623. The resolution authorizes payment of payroll from July 26th, 2025 through August 8th, 2025 and accounts payable from August 14th, 2025 through August 27th, 2025

      The amount of payroll to be paid is $40,913.28

      The amount of accounts payable to be paid is $69,211.88

      The total amount to be paid is $110,125.16

    2. Minutes

      Adopt the minutes of the August 13, 2025 Regular City Council Meeting.



    Councilmember Pat Morton motioned to approve. Councilmember Mikki Battaglia seconded the motion.

  5. Welcome and Congratulate Plumas County Sheriff Chad Hermann

    The City Council and staff welcomed Sheriff Chad Hermann. 

  6. Grizzly Lake CSD: Potential Intertie Project & City Participation

    Item was removed from the agenda.

  7. Administrative Services Manager: Position Posting

    City Manager Bonk presented the staff report including the staff recommendations. The City Council voted to move forward with all the staff recommendations. 

    Councilmember Pat Morton motioned to approve. Councilmember Leah Turner seconded the motion.

    The Regular Meeting of the Portola City Council adjourned at 6:34pm
