  1. Call to Order
    The meeting was called to order at 6:00 pm by Mayor Jim Murphy.

    1. City Council Communications

      Councilmember Morton: Attended Fly In breakfast, Beckwourth Peak Fire Protection District meeting

      Councilmember Battaglia: Attended Fly In breakfast as a volunteer for Portola Firewise, Board of Supervisors meetings, District 1 Townhall meeting

      Mayor Pro Tem Powers: Attended Fly In breakfast, Transportation Commission meeting cancelled

      Mayor Murphy: Attended Plumas Rural Electric annual meeting, mentioned potential for City to pursue grant funding for water and sewer needs

    2. Reports: Beckwourth Peak Fire Protection District / Plumas County Sheriff / Northern Sierra Air Quality 

      Northern Sierra Air Quality: Councilmember Battaglia provided an update on green waste opportunity and curtailment. 5k during Railroad Days is sponsored by Northern Sierra Air Quality.

    3. Staff Communications

      Public Engagement Officer Brian Attama will present to Council a progress report on the activities of the department. 

      Brian Attama provided a progress report and look ahead presentation to the Council. City Council commended Brian for the department's efforts. 

    4. City Manager Report

      City Manager Bonk provided an update on Phase I Riprap permitting. The United States Army Corps of Engineers has permitted the project. Staff met with the biologist onsite as part of the permitting who confirmed there was no evidence of the Sierra Nevada yellow-legged frog in the area. Work is scheduled to begin next week. Excavator is onsite and material is on order. Biologist will return ahead of work commencing for final inspection.

      Pavement rehabilitation is occurring on South Gulling. Work is expected to be completed this week. Public works has repaired over 10 water leaks.

      Discussed repairing the pavement on the center location of the bridge. 

      Community Cleanup Event outreach is ongoing and feedback is positive. Mayor Murphy suggested reaching out to the high school for students that may have community service needs. 

  4. Consent Agenda
    1. Claims:

      Adopt Resolution No. 2624. The resolution authorizes payment of payroll from August 9th, 2025 through August 22nd, 2025 and accounts payable from August 28th, 2025 through September 10th, 2025

      The amount of payroll to be paid is $39,059.12

      The amount of accounts payable to be paid is $81,182.28

      The total amount to be paid is $120,241.40

    2. Minutes

      Adopt the minutes of the August 27, 2025 Regular City Council Meeting.



    Councilmember Pat Morton motioned to approve. Councilmember Mikki Battaglia seconded the motion.

  5. Northern Sierra Air Quality Management District (NSAQMD), Wood Stove Changeout Program: MOU Amendment 1

    Councilmember Battaglia recused herself from the agenda item due to conflict disclosed. 

    City Manager presented amendment to Council. Council voted to pass the amendment. 

    Mayor Pro-Tem Bill Powers motioned to approve. Councilmember Pat Morton seconded the motion.
