  1. Call to Order
    The meeting was called to order at 6:00 pm by Mayor Jim Murphy.

    1. Roll Call

      Present: Mayor Jim Murphy, Mayor Pro-Tem Bill Powers, Councilmember Mikki Battaglia, Councilmember Pat Morton

      Absent: Councilmember Leah Turner

      Staff Present: City Manager Ryan Bonk, Finance Office Susan Scarlett, City Attorney Steve Gross (Zoom)

    1. City Council Communications

      Councilmember Battaglia: Attended Plumas County Firesafe Council, Board of Supervisors meeting

      Councilmember Morton: Attended Community Cleanup Day

      Mayor Pro Tem Powers: Attended Community Cleanup Day and expressed success, will attend LPSCA and will report back 

      Mayor Murphy: Welcomed former Mayor Tom Hervey to the meeting

    2. Reports: Beckwourth Peak Fire Protection District / Plumas County Sheriff / Northern Sierra Air Quality 

      Northern Sierra Air Quality: 10/10 through 10/24 is the last free green waste event for the community, Railroad Days is Saturday with 5k sponsored by District- discussed start location and times, curtailment is still occurring 

    3. Staff Communications

      Finance Officer Scarlett provided an update on the ongoing audit fieldwork.

    4. City Manager Report

      City Manager Bonk provided an update on the Gulling Street Bridge riprap project. Expected completion is next week. Biologist will inspect site upon completion. Caltrans will also hopefully inspect work. Update will be included in Quarterly Newsletter as well as on City Website once project phase is complete.

      Community Cleanup Day was successful. Plan is to hold another event next spring and fall.

      Interviews started for the open position. 

  4. Consent Agenda
    1. Claims:

      Adopt Resolution No. 2625. The resolution authorizes payment of payroll from August 23rd, 2025 through September 5th, 2025 and accounts payable from September 11th, 2025 through September 24th, 2025

      The amount of payroll to be paid is $34,717.34

      The amount of accounts payable to be paid is $57,340.26

      The total amount to be paid is $92,057.60

    2. Minutes

      Adopt the minutes of the September 10, 2025 Regular City Council Meeting.



    Councilmember Pat Morton motioned to approve. Councilmember Mikki Battaglia seconded the motion.

  5. Renewal of Proclamation

    Proclamation was renewed. 

    Councilmember Mikki Battaglia motioned to approve. Mayor Pro-Tem Bill Powers seconded the motion.

  6. 2024-2025 Review of Financial Information and Budget Amendments

    Finance Officer Scarlett discussed the staff report. Unanticipated revenue of roughly $150,000.

    City Council voted to approve the budget amendments for fiscal year 2024-2025. 

    Mayor Pro-Tem Bill Powers motioned to approve. Councilmember Mikki Battaglia seconded the motion.
