  1. Call to Order
    The meeting was called to order at 6:00 pm by Mayor Jim Murphy.

    1. City Council Communications

      Councilmember Battaglia: Attended Fire Wise Meeting, Board of Supervisors meeting and Lost Sierra Chamber meeting.

      Councilmember Morton: Attended LAFCo meeting

      Mayor Pro Term Powers: Attended LAFCo meeting, Transportation Commission Meeting and Juvenile Justice Coordinating Council.

      Mayor Murphy: Chaired the LAFCo meeting

    2. Reports: Beckwourth Peak Fire Protection District / Plumas County Sheriff / Northern Sierra Air Quality 

      Beckwourth Peak Fire Protection District: No Report

      Plumas County Sheriff's Office: Sheriff Hermann provided information of 159 incidents in Portola made up of criminal cases, follow ups, traffic stops, medical & fire calls and public assists. Discussed several incidents of theft in Portola and reminded public to be vigilant and add more security to homes such as cameras.

      Council and Sergeant Hermann discussed the high traffic and speeding in the A15 area.  

      Northern Sierra Air Quality: The free green waste disposal for City residents ends on Friday, 10/24/25. Curbside bins will be picked up on the 29th as this marks the end of the season for this program. Northern Sierra Air Quality district office is moving.  

      Intermountain Disposal ignited their green waste pile last week as there was a favorable window of northeastern winds.  

    3. Staff Communications

      Finance Officer Scarlett discussed that the audit is complete. The audit is a clean audit. The findings will be presented at the 11/12/25 council meeting.  The State Controllers Street Report is finished.  

    4. City Manager Report

      City Manager Bonk provided an update regarding the Councilmember vacancy. Two applications have been received and that another Facebook post will be uploaded next week to encourage community members to apply. Pavement on bridge is expected to be completed this week. Trunk or Treat is taking place this Saturday.  


  4. Consent Agenda
    1. Claims:

      Adopt Resolution No. 2627. The resolution authorizes payment of payroll from September 20th, 2025 through October 3rd, 2025 and accounts payable from October 9th, 2025 through October 22nd, 2025

      The amount of payroll to be paid is $33,445.84

      The amount of accounts payable to be paid is $221,311.39

      The total amount to be paid is $254,757.23

    2. Minutes

      Adopt the minutes of the October 8, 2025 Regular City Council Meeting.



    Councilmember Pat Morton motioned to approve. Councilmember Mikki Battaglia seconded the motion.

  5. Grizzly Lake CSD: Potential Intertie Project & City Participation

    City Manager presented staff report and provided a historical overview of previous discussions with Grizzly Lake CSD going back to 2008. City Attorney Gross and Financial Officer Scarlett also participated in discussion with Council. Grizzly Lake CSD General Manger provided report explaining the current staffing challenges. GHD Engineer Teresa Garrison, hired by the state water board, provided a brief overview of her current role with Grizzly Lake CSD. State Water Board representative Tara Ouitavon joined the discussion via zoom and provided an overview of the SAFER program which focus on prioritizing failing water systems.

    City Council directed staff to review draft reimbursement agreement and present findings to the Council for consideration of the project with Grizzly Lake CSD.

    Mayor Pro-Tem Bill Powers motioned to approve. Councilmember Pat Morton seconded the motion.

  6. Modify the regular meeting dates for November and December

    City Council voted in favor of canceling the November 26th and December 24th meetings.  

    Councilmember Mikki Battaglia motioned to approve. Councilmember Pat Morton seconded the motion.

    The motion passed with the following vote:
