  1. Call to Order
    The meeting was called to order at 6:00 pm by Mayor Bill Powers.

    1. Roll Call

      Present: Mayor Bill Powers, Mayor Pro Tem Mikki Battaglia, Councilmember Jim Murphy, Councilmember Pat Morton, Councilmember Lauren Miller

      Staff Present: Administrative Services Manager Kristen Schiavone, City Attorney Steve Gross (Zoom), Finance Officer Susan Scarlett

    1. City Council Communications

      Councilmember Murphy attended the LAFCo (Local Agency Formation Commission) meeting. During the meeting two committees were formed one of which he will be on the LAFCo budget committee and Mayor Powers will be on the CALAFCO (California Association of Local Agency Formation Commissions) board reorganization committee. He also stated that LAFCo will be doing MSR (Municipal Service Review) on all the fire departments in the county this year. He also met with local attorney Linda Judge regarding the property above the old landfill and her desire to use this land for a regional park and that the City of Portola should be involved in any potential projects with regards to this property.    

      Councilmember Miller met with the Community Development Subcommittee to discuss possible opportunities for community events, revitalization efforts and exploring other avenues of community development.  

      Councilmember Morton attended the transportation meeting in January and also the LAFCo meeting on Monday, February 9th. 

      Mayor Pro Tem Battaglia attended the Firewise meeting on January 21st. During the meeting it was decided that there will be a community clean up day in June to coincide with the air districts green waste event. A specific date for the clean up day has not been determined.  She also attended the Plumas County Integrated Waste Management task force on January 26th.  Most of the discussion was focused on the Air Curtain incinerator that Intermountain disposal has on loan from Cal Fire under a pilot program.  The Air Curtain incinerator is producing a lot of smoke so there was discussion if this equipment will be a solution for green waste disposal going forward.    

      Mayor Powers attended the Transportation Committee meeting as well as the LAFCo meeting. He also attended sub-committee meetings with Councilmember Miller.  

    2. Reports: Beckwourth Peak Fire Protection District / Plumas County Sheriff / Northern Sierra Air Quality 

      Beckwourth Peak Fire Protection District - No report

      Plumas County Sheriff - No report

      Northern Sierra Air Quality - Mayor Pro Tem Battaglia reported that the wintertime curtailment is still in effect through April. She advised that Northern Sierra Air Quality staff will provide city residents with an application for a free firewood voucher, which will be included in their March utility billing statement. She advised that they are at the tail end of the grant and that there is still a good amount of funds to be distributed to qualifying residents.

  4. Consent Agenda
    1. Claims:

      Adopt Resolution No. 2639. The resolution authorizes payment of payroll from December 27th, 2025 through January 23rd, 2026 and accounts payable from January 15th, 2026 through February 11th, 2026

      The amount of payroll to be paid is $69,724.10

      The amount of accounts payable to be paid is $219,092.72

      The total amount to be paid is $288,816.82

    2. Minutes

      Adopt the minutes of the January 14th, 2026 Regular City Council Meeting.

  5. Mid-Year Financial Update 2025-2026 and 2026-2027 Budget

    Finance Officer Susan Scarlett presented the midyear financial review to the City Council.  Revenue and expenditure figures through January 31, 2026 were presented and discussed as well as cash and reserves in all funds. Finance Officer Scarlett said that the City is where we would expect to be overall at this time in the fiscal year. In addition, a budget schedule for the 2026-2027 fiscal year was presented. City Council goal setting for the upcoming budget will be March 4, 2026 at 4:30.

    The regular meeting of the Portola City Council adjourned at 6:39pm.
