  1. Call to Order
    The meeting was called to order at 5:30 pm by Chair - Rio Nido Representative Pip Marquez de la Plata.

  6. Council Member Comment: on Matters not listed on the agenda

    Vesta reported on broadband input deadline April 28, Forestville town hall on April  20, Safer West County chipper program
    Nic reported that Fire Safe Guerneville is the beneficiary of the upcoming Sisters Bingo fundraiser and he has extra tickets
    Joe appreciated that the meetings are being streamed
    Mike provided more information about the upcoming broadband outreach meeting on April 28
    Patty reported about an upcoming meeting for public input regarding the re-opening of the playground in Vacation Beach
    Lisa reported that Zero Waste Sonoma has an upcoming  household hazardous waste collection event in Guerneville and an e-waste collection event in Monte Rio - sign up for a time slot on the Zero Waste website
    Nic asked for clarification on timing of the broadband outreach meeting

  7. Public Comments

    On Matters not listed on the agenda: Comments are restricted to matters within the Board’s jurisdiction. Please be brief and limit spoken comments to two minutes.

     There were comments from the public regarding Russian River Sanitation District rate increase, homeless encampment in Monte Rio, meeting agendas & minutes, length of public comment, meeting process, and code enforcement.

  8. Supervisor Lynda Hopkins

    District Director Leo Chyi reported on behalf of Supervisor Hopkins:
    There is calendar of significant events that the public can access online that shows a timeline of when certain items will be brought to the BOS. Sonoma Water has a water rates item on the next regular meeting agenda. There is a meeting on Monday for 3 items: Vacation Rental license ordinance, the Vacation Rental rezoning / cap areas, and Transient use of Fractionally Owned Residential Properties. Budget workshops will be taking place April 25-27. Finally, Leo asked for any input regarding formal requests for budget items or information regarding budgeting. Mentioned the Local Coastal Plan work that has been going on as well as the conversion of Elderberry Commons from non-congregate COVID housing to Permanent Supportive Housing. 

  9. Resource Guide for Municipal Issues: Who to Call for Assistance

    Elise Weiland presented the resource guide outlining who to contact regarding different needs provided by the county or other agencies. Councilmember Nicholls suggested that it would be helpful if the vacation rental hotline provided the complainant with a ticket number for efficient tracking. 

  10. Committee and Staff Reports
    1. Possible formation of Ad Hoc Committee to work on the development of a River MAC Land Acknowledgment which would return to the full council for discussion and possible adoption.

      Lisa Nahmanson reported that her goal with this committee is to explore what the process would be to create a Land Acknowledgement for the River MAC would be and then return to the council with a report.

      Chair Marquez de la Plata created this committee to be composed of Lisa as chair, and Patty and Vicki as members.

    2. Possible formation of an Ad Hoc Committee to research and advise on the renaming of the "Pocket Canyon" River MAC district to more accurately portray the region represented.

      There was discussion regarding community confusion about who their MAC rep is because there are a number of neighborhoods included in the "Pocket Canyon" boundaries. Chair Marquez de la Plata formed this committee with Betsy chairing the committee. Betsy will reach out to invite possible additional member Greg Hennig, Pocket Canyon alternate.

      The ad hoc will explore alternate names for this area and return to the MAC with a recommendation which would subsequently be submitted to the BOS for a bylaws update.

    3. Community Clean Up Ad Hoc, Report from Chair Lisa Nahmanson

      Committee Chair Lisa Nahmanson gave an update on connecting with more groups to get some smaller clean up events going.

    4. Communications Ad Hoc, Report from Chair Joe Rogoff

      Committee Chair Joe Rogoff spoke to the role of the MAC as an advisory group. The Communications committee is preparing to have a presence at a number of events throughout the summer in order to deepen the MAC's connection with the community. April 20 Forestville town hall & April 29 Fix-it Fair will have a River MAC table.
      The three proposals included in the packet were discussed.

      1) Summer 2023 shall be designated LRRMAC Awareness Summer. Each representative will devote time to reaching members of their community and introducing MAC to them. This can be done in any way the rep chooses, but some options are going door-to-door, appearances at events, holding informal drop- in meeting opportunities and/or organizing a town hall. Representative Nicholls moved to adopt this proposal, Representative Copestakes seconded the motion and it carried unanimously.

      2) The Communications Committee has committed to LRRMAC participation at the Guerneville and Forestville Farmers Markets, and is accumulating other community event opportunities. We propose circulating a sign-up sheet among LLMAC reps and alternates from the relevant and adjacent communities for staffing of those tables. Representative Van Dyke moved to adopt this proposal, Representative Clewes seconded it and the motion carried unanimously.

      3) To amend Section 2 of the ‘Purpose’ of the MAC, to include a 6th point: “Conduct outreach in the community, as broadly as possible, to inform about the existence and role of the MAC, to invite input about all issues that affect the community, and to disseminate information about county issues, meetings and decisions. Representative Nicholls moved to adopt this proposal, Representative Clewes seconded the motion and it carried unanimously.


      Pocket Canyon & Greater So Guerneville Representative Betsy Van Dyke motioned to approve. Vice Chair - Forestville Representative Lisa Nahmanson seconded the motion.

      The motion passed with the following vote:

    5. Staff report from Elise Weiland, including updates on Russian River Confluence and Governance Study

      Elise Weiland gave a brief update on the governance study, pointing out that state regulations make incorporation a less attractive pathway due to revenue neutrality regulations. The next community meeting will held the morning of June 3. 

      The Russian River Confluence is transitioning from a Sonoma County led process to being its own organization, made up of 18 entities working together on water health, water supply, and water climate resilience. 

  11. Consideration of Resolution in Appreciation of Sonoma County Public Infrastructure

    Cazadero / Duncan Mills Representative Mike Nicholls motioned to approve. Guerneville Representative Nic Pereira seconded the motion.
