   The meeting was called to order at 10:05 am by City Member - Chair Jim Murphy.

   None.

3. Consent Agenda

   1. Approval of Minutes for June 9, 2025 Meeting

   2. Payment of Claims for June and July 2025

   County Member - Vice Chair Kevin Goss motioned to approve. Public Member Matthew Haesche seconded the motion.

5. LAFCO File 2024-0002: Crescent Mills Fire Protection District and Indian Valley Community Services District Consolidation

   No protests were submitted at the Protest Hearing in August. No public comment.

6. CALAFCO Reorganization Update

   1. Review workplan status

   2. Review significant policy changes

      Jennifer Stephenson provided an update.

7. CALAFCO Conference

   1. Determine attendance at the CALAFCO Annual Conference in San Diego October 22-24, 2025

      Tom McGowan and Kevin Goss appointed to attend. Matthew Haesche will go in the event Tom McGowan is unable to attend.

   2. Designate voting delegate and alternate to represent and vote on behalf of LAFCo at the Conference

      Kevin Goss appointed the delegate; Tom McGowan (or Matthew Haesche) as alternate.

   3. Authorize the expenditure of funds to attend the CALAFCO Annual Conference

      City Member Bill Powers motioned to approve. County Member - Vice Chair Kevin Goss seconded the motion.
      
      The motion passed with the following vote:

   4. Consider nominations for CALAFCO Annual Achievement Awards

      Jennifer will nominate Plumas LAFCo as Outstanding Commission for having completed three reorganizations in the last year. No public comment.

   5. Preemptively nominate a County member to represent the Northern Region

      Kevin Goss appointed to represent the Northern Region.

      City Member Bill Powers motioned to approve. Public Member Matthew Haesche seconded the motion.
      
      The motion passed with the following vote:
