Consider Letter of Invitation to Special Districts to Join LAFCO
- Discussion regarding process to seat special districts
on Plumas LAFCO
If the independent special districts agree to join the LAFCo Commission then the number of Commissioners increases to seven, with the additional two being seated from the special districts and an additional Alternate being named for the special districts.
Consider letter of invitation to each of the districts to initiate the district election
Public comment by Daniel Smith. None online.
A letter will be sent to each independent special district to invite them to be part of the LAFCo Commission. A draft Resolution will accompany the letter. If the special districts agree to join, then at least 51% of the independent special districts must return a signed Resolution before April 1, 2024 in order for the election process to begin. The election process would be run by Jennifer Stephenson.
County Member Tom McGowan motioned to approve. City Member Bill Powers seconded the motion.

Status of Eastern Plumas Rural Fire Protection District and Options
Receive staff report
Review letters from Beckwourth Fire District
Public comment received from Ed Ward, Debra Lucero, Daniel Smith, Steve Munson, Angie Sutliffe and Kenny Osburn.
Discuss options and provide direction to staff
No action at this time; Eastern Plumas Rural Fire Protection District is slated to meet this month and will hopefully come to an agreement on providing services. Jennifer Stephenson directed to table until February, 2024 to give them time to act.

Pat Guillory, General Manager of GLCSD provided comments. No online comments.
A second letter prepared by Scott Browne's office will be sent to GLCSD requesting final documents.
