    The meeting was called to order at 11:00 am by Chairman Jerry Buzzard.

  5. Office Manager's Monthly Report
    1. Financial statements presented for September & October 2024

      The financial statements for September & October 2024 were presented to the Board.

      At the October 8, 2024 special board meeting the board approved a motion to use LAIF as a reserve fund. Kornegay learned from contacting LAIF and the Savings Bank of Mendocino County that transferring funds between the two banks has fees of $10 to $30 per transaction.  Kornegay contacted Stifel and discovered that they offer a smart rate savings account with about the same interest rate and funds are transferred free of charge via ACH. The smart rate savings account has a one-day liquidity.

      The District was under the impression that the LAIF account had been closed years ago.  When Kornegay contacted LAIF it was discovered that the LAIF fund had not been closed that there is a balance of $308.52 in the account.

      As of October 22, 2024 the District has pulled all of their funds from the County of Mendocino.

      $23,468 is available in the endowment investment interest account and will be transferred to the SBMC general fund to cover the funds used to replace the main water line that was finished up in June.  A total of $53,468 of the $68,115 will be transferred to cover the water line replacement.

    2. Cemetery management software

      Kornegay and Perry have been researching cemetery software companies to replace the current program, Pontem.  More information will be presented to the board at a future date.  

  6. Investment Committee Report 

    The Capital Projects account has been set up and funded.  The funds were invested using a 5 year ladder plan. 

    The Stifel investment reports were presented to the Board for September and October 2024. The balance in the Stifel Endowment account as of October is $2,236,431,balance in the Stifel Endowment Interest account is $133,350 and the balance in the Stifel Capital Projects account is $797,071.

  7. Grounds Foreman's Monthly Report
    1. Burials for month and year to date

      Grounds Foreman Cooper reported that year to date burials are 43 full and 69 ash for a total of 112 burials. 2023 year to date burials were 43 full and 53 ash for a total of 96 burials.

    2. Grounds maintenance

      The road and curb in Deer Park have been completed. All the lawns have been fertilized for winter.

  8. Transfer Reserve Funds to Stifel Capital Projects Smart Rate Account

      Transfer $100,000 from Savings Bank of Mendocino County General Fund to Stifel Capital Projects Smart Rate savings account. 

      Trustee Erin Gardiner motioned to approve. Trustee Gary Mirata seconded the motion.

      The motion passed with the following vote:

  9. Update District's Rules and Regulations

      Kornegay presented the revised Rules and Regulations

      Trustee Erin Gardiner motioned to approve. Trustee Gary Mirata seconded the motion.

  10. Review and Update Investment Policy
    1. Review and approve changes to the District's investment policy

      The new Capital Projects account was added to the Investment Policy.

      Trustee Erin Gardiner motioned to approve. Trustee Carol Connerton seconded the motion.

  11. Annual Merit Pay to Employees

    The board approved $800 merit pay to all employees.

  12. Trustees Discussions, Questions & Comments

      Trustee Gardiner discussed The Sign Project.  Gardiner would like to start a sign project which consists of placing QR code signs next to notable people who are buried in the cemetery.  Gardiner and Kornegay will be meeting with Alyssa from the Mendocino County Historical Society and Karen from the Mendocino County Museum regarding the sign project on Wednesday November 20th.  $178 in donations have been received towards to project.
