    The meeting was called to order at 11:04 am by Chairman Jerry Buzzard.

  3. Consent Agenda
    1. Approval of Minutes - October 21, 2025 Regular Monthly Board Meeting

    Trustee Gary Mirata motioned to approve. Trustee Erin Gardiner seconded the motion.

    The motion passed with the following vote:

  5. Office Manager's Monthly Report
    1. Financial statements presented for October 2025

      The financial statements were presented for October 2025. Kornegay discussed the current contract policy and noted that a few contracts are significantly delinquent. Discussion will be held at a future meeting to possibly raise the contract late fees as well as the contract administration fee.

    2. Discussion: Recap of Día de los Muertos Activities

  6. Investment Committee Report 

    The Stifel investment reports for October 2025 were presented. Balances as of October 31, 2025: Endowment Account: $2,330,085, Endowment Interest Account: $157,373, Capital Projects Account: $817,788 General Fund Cash Account: $154,457. 

  7. Grounds Foreman's Monthly Report
    1. Burials for month and year to date

      Grounds Foreman Cooper reported that year-to-date burials are 33 full and 75 ash for a total of 108 burials. 2024 year-to-date burials were 43 full and 69 ash for a total of 112 burials.

    2. Grounds maintenance

      Cooper reported that staff are currently working on replacing water lines in Blocks P-8 and J-12. He also noted that the District’s water bill decreased by approximately half after the water was turned off for the season.

  8. Annual employee merit pay 

    After discussion, the Board voted to award all District employees a $1,000 merit pay.

    Trustee Erin Gardiner motioned to approve. Trustee Gary Mirata seconded the motion.

  9. Discussion and Possible Action: Cemetery Grounds Use (Amplified Music, Large Gatherings & Tables on Graves) and After-Hours Vehicle Access Once Gates Close

    Recap of Día de los Muertos Activities

    Kornegay reported that following the Día de los Muertos activities, a significant amount of trash was left throughout the cemetery, despite posted signs on the trash cans requesting that visitors remove trash if cans were full. The restroom was left very dirty, and one full bag of trash was left behind. Numerous vehicles were parked improperly, including on gravesites, and several cars remained inside the cemetery after the gates had closed.

    Kornegay stated she spoke with the City Police Department regarding assistance during future events. The Police Department confirmed that they are available to assist District staff if individuals refuse to leave the grounds or fail to follow cemetery rules.

    It was agreed that the District will implement changes for next year’s Día de los Muertos activities to better protect the cemetery grounds and ensure compliance with cemetery rules.

    The regular meeting previously scheduled for December 16, 2025 has been canceled due to the Christmas holiday. The next regular meeting will be held on January 20, 2026.
