  1. Call to Order
    The meeting was called to order at 11:00 am by Chairman Jerry Buzzard.

  4. Office Manager's Monthly Report    
    1. Financial Statements presented for March 2024

      The financial statements for March 2024 were presented to the Board. The County has closed the financial records through November 2023.

      Correspondence

      May 18, 2024 the Historical Society of Mendocino County is hosting a 1920s Springtime Soiree at Barra of Mendocino.

      The Redwood Valley/Calpella and Ukiah Shamrock 4-H clubs mailed the District a thank you post card for supporting the Wreaths Across America program. The 2024 WAA ceremony will be December 14, 2024 at 9:00 am. 

      NSDC, National Special Districts Coalition and CAPC, California Association of Public Cemeteries are asking for special districts to support H.R. 7525 - The Special District Grant Accessibility Act. This act requires Federal agencies to recognize special districts as local government for the purpose of Federal financial assistance determinations.

  6. Grounds Foreman's Monthly Report
    1. Burials for month and year to date

      Burials for month and year to date: Grounds Foreman Cooper reported that year to date burials are 17 full and 21 ash for a total of 38 burials. 2023 year to date burials were 15 full and 16 ash for a total of 31 burials. 

    2. Grounds maintenance

      Cooper pulled the old vines in the vineyard for Colombini Vineyard Management to plant new vines.  The preschool to the east of the Vineyard would like to install a gate between the vineyard and the school.  This would be used to access the vineyard to retrieve their balls and for an emergency exit. The gate would remain locked when not in use. The school would pay for the installation.  Cooper will have lots 1-8 (288 graves) finished in Deer Park Development (DP) in early May.  

  7. Investment Committee Report- Stifel Investment financial reports presented for March 2024

    The Stifel Endowment Investment reports were presented to the Board for March 2024. The balance in the Stifel Endowment account as of March 2024 is $1,726,136 and the balance in the Stifel Endowment Interest account is $132,624.

  8. Employee Benefits

    Kornegay reported that the District is saving $1,013.81 in health insurance benefits since employee Sturges has dropped off the plan.

    Discussion was held regarding possibly changing the Districts policy and offer a stipend in lieu of benefits.  Kornegay also asked the Board to consider offering health insurance benefits to part time staff.  Most County agencies offer some health benefits to part time staff.  Chairman Buzzard offered Employee Natalie Perry full time employment.  If she chooses to work at least 32 hrs per week she would qualify for all full time benefits.  

    Further discussion regarding employee benefits will be held at the next board meeting since two board members were absent.

  9. Proposal from Valley Paving to run new water lines

    Foreman Cooper requested proposals to replace the 4" main water line, 1" laterals for future purple pipe and install new 2" fresh water lines in preparation for recycled water.  Wipf Construction stated that they did not have time to do the job.  Valley Paving presented a proposal to replace the 4" main water line, install 1" laterals (future purple pile) and install 2" domestic water line in the amount of $68,115.00. 

      

    Trustee Gary Mirata motioned to approve. Trustee Rick Iverson seconded the motion.

  10. Trustees Discussions, Questions & Comments

    Trustee Gardiner had 17 people join her for her first guided cemetery walk which was on April 6th.
