Approval of the Taylorsville Pool Maintenance/Beautification Project
The Board discussed a proposed collaborative project with the Indian Valley Recreation and Park District (IVRPD) to complete seasonal upgrades at the Taylorsville Pool. IVRPD has worked with IVCSD staff to develop a limited-scope project totaling approximately $20,000, including landscaping improvements (wood chips, gravel, plants) and the installation of a solar pool heater. Although the full cost would be reimbursed by IVRPD, the expenditure was not included in the current IVCSD budget and therefore requires Board approval. As the pool is on IVCSD property, installation work would be completed by district staff. Public comment highlighted that, since 1970, IVCSD has managed park maintenance while IVRPD now focuses exclusively on recreation programming—making this an efficient use of IVRPD resources given existing IVCSD staffing.
During the discussion, Director Doran moved to table the item and requested a formal proposal from IVRPD for future consideration. The General Manager clarified the appropriate roles and responsibilities of Board members, emphasizing the importance of maintaining a policy-level focus rather than engaging in operational management. The motion died for lack of a second. Legal counsel requested clarification on whether the matter involved policy direction. The Board expressed differing views on how to proceed, and a suggestion was made to hold a broader discussion regarding IVCSD’s relationships with other local districts.
The Board approved a project budget of up to $20,000 for the proposed improvements, to be reimbursed by IVRPD.

Ratification of the IVRPD Staffing Agreement
The Board received an update regarding the Memorandum of Understanding (MOU) between IVCSD and the Indian Valley Recreation and Park District (IVRPD). The MOU is required by the County in order for IVRPD to reimburse IVCSD for wages, including an overhead rate of up to 10% to account for IVCSD staff time. Staff noted that reimbursement for 2024 is currently in progress and was recently approved by the County. IVRPD utilizes the County for financial disbursements, and the County had previously expressed concern over IVRPD’s decision to shift HR and payroll services to IVCSD. This change was made due to the high administrative costs associated with County management. The MOU formalizes the working relationship and reimbursement process between the two districts.
Director Andy Meyers motioned to approve. Director Mary Cronin seconded the motion.
