  1. Call to Order
    The meeting was called to order at 5:30 pm by Chair Kristine Gorbet.

      Staff Present: Adam Cox-General Manager, Jennifer Ayres-Board Clerk, Bob Orange-Fire Chief and Mike Sundby-Project Utility Manager

    A presentation was given regarding the Greenville Microgrid. 

  4. Approve Meeting Minutes  
    1. February 28, 2024 Regular Board Meeting Minutes 
      Director Wanda Carpenter motioned to approve. Director Mary Cronin seconded the motion.

  5. 23-23 Audit Presentation by Clay Singleton  

    Clay Singleton reviewed the pages attached in his presentation.

  6. Financials Review: February 2024 Financials   

    GM Cox - Financial expenses continue as expected. Customers are starting to pay their past due accounts as their Dixie Fire settlements come in. 

    Director Mary Cronin motioned to approve. Director Wanda Carpenter seconded the motion.

  7. General Manager Report: By Adam Cox

    We have hired a Financial Controller and her name is Patti Nordt. She is from Quincy and has been working with the Feather River Land Trust and formerly with the Greenville Rancheria. She will start on Wednesday, April 3, 2024. 

    Update on Greenville Fire Station. We are still waiting on the Special Use Permit from Plumas County. We are still working on the financing for the building. The design is substantially complete and there will not be a delay for adding the Maintenance Building. A new 30 x 50 foot building will be constructed with four bays and a workshop for the water/sewer operations staff. We are still looking for an office to house the current field employees. We are looking at a construction trailer that would be permanent. If we receive the PGE settlement funds we could start some work once the permit is in place. 

    We may be bringing an agreement forward in the future to contract with IVRPD to be the official employer of their staff and also to do their bookkeeping. IVRPD would reimbursed IVCSD for these costs. It's a better way to deliver services throughout the valley consistently and with professionalism.  

    We are looking at partnering with the DFC and perhaps other local grantors to invest in a significant renovation of the Greenville Park ballfields and amenities. 

    GM Cox suggested that we contact LAFCO to annex the open donut hole area in the middle of our district. The IVFD currently services the area, but we are not receiving tax revenues from the residents. This will need board approval. 

    GM Cox suggested that the board start thinking about a parcel tax for Fire Services and the Parks Department. Roughly $25-$35 per year. The board members said they would, however, we would need to provide information to the community on exactly how this money is going to be used. 

    The date for the Board Planning Meeting has been set for Thursday, April 11th at 5:30 pm. Dinner will be provided. 

    The Greenville Masonic Lodge would like to donate their property on Main Street to the IVCSD for a recreational space, park, or other community use. The board would need to accept a Letter of Intent.

    A presentation was given regarding Greenville Future Housing Opportunities. 

  11. Adjournment

    Director Cronin made a motion to adjourn the meeting. Director Carpenter seconded the motion. Meeting was adjourned at 8:22 pm.
