Call to Order
The meeting was called to order at 5:30 pm by Chair Kristine Gorbet.

Vice-Chair Susan Doran motioned to approve. Director Mary Cronin seconded the motion.

Public Comments
Susan Neer, Crystal Leninger, Primo Cassol and Debbie Cassol from the Greenville Cemetary District were in attendance and wanted to discuss the Raw Water Line Replacement to the cemetary. The discussion was deferred to item number 14 in the agenda.

Approve Meeting Minutes
Minutes were not approved as they had not been attached to the Board Packet. We will approve them at the next meeting.

Financials Review: March 2024 Financials
We are doing well. Have received $650,000 in FEMA money, however we just approved a payment of $500,000 to Dig It for the Main Street project. Our staff was able to secure $337,000 from left over COVID money to apply to customer accounts. We will adjust the appropriate customer accounts and send out a letter. GM Cox stated we will review the 24/25 budget at the June Board meeting.

General Manager Report: By Adam Cox
We have been notifiled by Plumas County that we have received $499,999.99 from FEMA for the BRIC Grant (Building Resiliencies In Communities) We applied jointly with Plumas County and it is to be used for looking at options for the use of Round Valley Lake. It could used as an emergency water source. The kickoff meeting is next week. We are working with a company called Arcadis, who helped with the application and specializes in this type of work. This is really good news for IVCSD as it will benefit us, but not cause a lot of extra work with reporting as they will handle all of that. They will determine the health of the lake and look at possible uses for the lake to establish resiliency.
Update on the PG&E Litigation. All items have been submitted by our attorney. A PGE team will come on site to physically see the damage caused by the fire The attorney expects that we will enter into mediation in July or August.

Approve Out of State Travel for Water Operator Testing - Reno, NV
Sommer Cunningham opted not to spend the night in Reno for her testing, so no action was taken.

New Job Descriptions: Recreation Manager and Recreation Assistant
The job descriptions were not received from IVRPD and no action was taken. It will be voted on at a future meeting.

Update Plumas Bank Signature Card
It was voted to remove Roger Cherry former Board Member and add Andy Meyers, Board Member, Patti Nordt, Financial Controller and Adam Cox, General Manager

Cemetery Updates
IVCSD has been approached by the Taylorsville Cemetary District Board to become part of IVCSD. If we are receptive they will formally intiate the LAFCO process.
The Greenville Cemetary Distrct Board has received FEMA grant money to replace the raw water line coming from Round Valley Lake and they have started to persue bids for the project. Part of this involves IVCSD water rights. Members of the IVCSD and GED Boards have met over the last two years. IVCSD has proposed bringing the water up from our water main on Hideaway Road. GED has not wanted to do this. We have been a at standstill for a while. They attended the meeting to see if we could reach a compromise. Much discussion went back and forth and a conclusion was not reached. IVCSD agreed to review the situation again and see if another solution can be recommended. The GED Board is meeting on May 8 at 5:30 pm and we will try to have a suggestion/solution to them before their board meeting.
IVCSD has set up a tentative Special Meeting for Wednesday, May 8 if needed.

Director Cronin motioned to adjourn at 7:30 pm. A second was made by Director Doran. All approved and meeting was adjourned.
