    Treasurer McLaughlin will present an update on the District's current finances, expenses, reserve account and other details, including monthly reports for November and December. Report details attached.

    • Resolution 2026-01: A Resolution of the Board of Directors of the Beckwourth Peak Fire Protection District Establishing an Appropriations Limit for Fiscal Year 2025-2026 Pursuant to Article XIII B of the California Constitution

      The District is required to report it's appropriations limit annually.  The District is brand new and without prior warning (including budget preparation), LAFCO annexed the Eastern Plumas Rural Fire Protection District, to the BPFPD in November 2024.  The BPFPD Special Parcel Tax will not be collected until 2027.  This would be the appropriate time to establish the District's Appropriations limit with adjustment each June for District population and CPI.  Considered in the establishment of the appropriations limits are property tax revenue and the special fire parcel tax.  Not considered, per law, are service charges & fees, grants, cost recovery revenue or developer fees.  Resolution attached.

        The Board will consider a staff proposal for the hiring of an Administrative Assistant funded in partnership with the Peninsula Fire District and the Plumas County Fire Chiefs Association.  The Seasonal Position and Administration Assistant would provide support and staffing to fulfill the contract to provide service to the USFS Plumas National Forest.  Staff Report Attached.

        • Update Strategic Plan Progress:  District Training Plan- Standards of Cover Study- Capital Improvement Committee

          At the December Board meeting, there was a general direction set for the above three initiatives identified by the Strategic Plan.  At each meeting, there will a progress report and approval of current direction.  Specific items involving expenses may be itemized separately on the Board's agenda for discussion and decision. Staff report attached.

          • Introduction and possible adoption of Policies:  Policy 4215- Brown Act (revisions in compliance with Jan 1, 2026 legislative changes), Adoption of Policy 4230 Rules of Order for Conduct of Board and Committee Meetings and take action to rescind Policy 4240 Board Member Meeting Attendance and Meeting Teleconferencing.               • Renew Federal Excess Personal Property (FEPP) Cooperative Agreement # 992231 & Resolution 2026-02-Authorizing Application for the Federal Excess Personal Property Program.

                This is a renewal of an existing agreement to authorize the District to access Federal excess property.  This is a program administered by Cal Fire.  Currently we have two water tenders, two portable pumps and several pickup truck mounted skid units.  Approval by the Board gives us the opportunity to access equipment in the future.                       Brown Act update provided by CSDA (virtual), Presentation by the California Insurance Risk Management Authority on the possibility of providing insurance coverage to the BPFPD (virtual). Direction on agreement with the Gold Mountain CSD for wildland fire operations during Fire Season 2026.

                      A copy of the agenda packet is available for public review, during normal business hours, at the district administrative office located at 180 Main St., Beckwourth, CA 96129. Public participation is encouraged.
